Occupied Palestinian Territory and Israel (OPTI)
Based in Jerusalem

Objective of the position
To develop, co-ordinate and implement together with Oxfam affiliates and partners, the Oxfam humanitarian strategy and priority frameworks for the Occupied Palestinian Territory and Israel (OPTI) at the country level; to ensure that Oxfam and partners have the capacity to respond rapidly and proportionately to humanitarian emergencies with a focus on health, WASH and EFS-VL, and in the event of an emergency, to coordinate Oxfam's humanitarian response delivery with partners within the frameworks agreed in Oxfam and in co-ordination with the Country Director.
Main tasks
Oxfam Humanitarian Lead Role
To provide leadership and co-ordination of the entire Oxfam response (e.g. strategy, fundraising, information management), in co-ordination with the Country Leadership Team.
To provide leadership to the overall Oxfam humanitarian preparedness in-country, including co-ordinating the development, testing and regular updating of the Oxfam contingency plan in-country and ensuring timely decision-making by the country leadership team at the onset of an emergency.
To co-ordinate Oxfam's ongoing monitoring of the humanitarian situation and of (interim) results of humanitarian interventions and represent Oxfam internally and externally regarding humanitarian matters.
To coordinate with security focal points to advise the Country Director on security issues
To work with the security focal points and the CLT to review and update the Oxfam Security management Plan every 6 months.
To represent Oxfam in external coordination meetings on humanitarian and security issues as needed.
Oxfam Novib Response Delivery and Preparedness
In the event of an Oxfam humanitarian response in OPTI, to manage effectively ON's humanitarian response delivery with partners and, in co-ordination with the Country Director, to provide direction to strategic and rapid decision-making about strategy, resources and staff deployment in a complex, stressful and changing environment. To ensure effective programme management, and financial and information management and good humanitarian practice.
To co-ordinate Oxfam Novib's ongoing monitoring of the humanitarian situation to ensure up-to-date knowledge and understanding of developments in-country which have (potentially) an effect on the humanitarian situation, as well as of interim results of ongoing humanitarian interventions.
To develop, review and implement Oxfam's Contingency Planning and humanitarian preparedness strategy and investment plan in-country in collaboration with ON staff, other affiliates and Oxfam partners. To co-ordinate the appraisal and monitoring of ON's and partners' response capacity and co-ordinate capacity building activities for all parties involved in order to achieve the objectives set in the preparedness strategy.
To develop Oxfam Novib's humanitarian profile and programme in-country and to identify opportunities for fundraising with funding agencies. To lead acquisition with (potential) donors of humanitarian response and preparedness in close co-ordination with the Institutional Funding Co-ordinator.
To ensure compliance with Oxfam minimum standards for gender in emergencies including analysis, response, monitoring and evaluation.
To represent Oxfam Novib in the Oxfam confederation and externally regarding humanitarian matters, to generate exposure of Oxfam Novib's humanitarian profile and good practice; to increase Oxfam Novib's awareness of current humanitarian trends and ensure sound internal and external co-ordination during preparedness and response by building strong networks.
To collect proactively all necessary information relevant for Oxfam policy cycle and share this with the Country Director.
You
Have significant experience of managing emergency and development projects, and a good understanding of relevant humanitarian and policy and security issues.
Have sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, Oxfam International procedures and other regulatory codes.
Have knowledge and understanding of IHL and International Refugee Law as well as other relevant international legal frameworks.
Have a proven record of effective programme and people management.
Have analytical and strategic planning skills.
Have proven numeracy and financial management skills.
Have proven influencing and negotiating skills with internal and external audiences.
Have confident representation skills.
Have sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. Excellent Team work skills and the ability to build good relations both internally and externally
Have Good written and spoken English is essential. 
Are Willing to travel at short notice, often in difficult circumstances
Have Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work.
Are adaptable and flexible.
Have a high level of self-awareness.
Have the ability to take the initiative and make decisions with limited support in fast moving environments.
Have good communication skills.
Knowledge and experience of working with disaster risk reduction, preparedness and development issues is an asset.
Good command of Arabic and Hebrew would be an advantage
We
Offer a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from EU 3.269,- to EU 5.031,-. This is excl. 8% holiday fee, additional expat allowances will be offered.
