EDF Project Officer - (EAC/HR//2014-2015/016)

Position Summary
The EDF Project Officer will serve as the focal point for coordinating the entire process of developing the EAC 11th EDF sub-Envelope. He/she will report to the EAC Principal Resource Mobilization Officer and will work collaboratively with the all Sectors, all Technical Division Chiefs and the EAC Monitoring and Evaluation Unit.
Duties and Responsibilities
• Coordinate the process of developing the projects in the EAC 11th EDF sub regional envelop;
• Organize and facilitate the regional and national stakeholder consultation workshops to identify and develop project pipelines and AFs;
• Manage and supervise/backstop consultants and short term experts recruited to support the EAC to develop the outputs for the EAC sub envelope (PIFs, AFs and TAPs);
• Be one-stop desk for all information needs for the development of the EAC sub envelope and to respond to queries related to the process of developing the 11th EDF EAC sub envelope;
• Prepare progress reports and update on the process of developing the EAC 11th EDF projects;
• Responsible for managing and coordinating all EDF programmes at EAC.
Key Qualifications and Experience
• Bachelor's degree in Social Sciences or equivalent qualification from a recognised university;
• Master's Degree in any of the following fields: Project Management, Economics, Sociology, Planning, Business Administration or equivalent qualification from a recognised university
• Five (5) years' experience in programme/project management, funds management, fundraising proposal development and reports writing at regional and/or international level.
Skills and Competencies:
• Sound experience in all aspects of project management cycle (design, implementation, monitoring and evaluation);
• Strong skills in: proposal and reports writing; budget preparation and management; and monitoring and evaluation;
• Proven experience in teamwork, networking, building sustainable business partnerships
Working knowledge of procedures and regulations of the European Union
Donors/Developmental Partners;
• Excellent communication skills (speaking, report writing and presenting in English).
• Proficiency in Microsoft Office applications
• High organizational and planning; analytical and problem solving skills;
• Work experience in European Development Fund (EDF) programmes and procedures.
• Strong experience in resources mobilization
Duration of Contract: One year renewable, based on performance and availability of funds
Terms and Conditions of Service
All positions are subject to the application of the Quota System while the Drivers positions under the General Support Staff category are subject to recruitment under local terms and from the host country only.
