The U.S. Mission Addis Ababa is seeking an individual for the position of Budget and Administrative Assistant in the Commerce Office of the Embassy.
BASIC FUNCTION OF POSITION
The budget/administrative assistant serves as the principal assistant to the Senior Commercial Officer (SCO) with responsibility for financial, budget and administrative planning and management. Supports SCO in ensuring the Commercial office runs according to Commercial Service standards and guidelines as outlined in the Commercial Service Operations Manual and other complementary regulations. Supports Commercial Specialist and Commercial Assistant in trade event planning and execution. Acts as the Commercial office's primary contact to Post's Financial Management Office (FMO) and General Services Office (GSO). Has primary responsibility for administrative management of the office, including budgeting, purchasing, inventory management, travel management and other administrative tasks as assigned.

QUALIFICATIONS REQUIRED

1. Required Education: Bachelor's degree in Business Administration, Book Keeping and Accounting, or Administrative Management is required.
2. Required Experience: A minimum of four years of progressively responsible work experience in financial, procurement, budget and/or office management with a U.S. government agency is required, out of which at least one year working in customer service, para- professional and/or administrative experience is required.
3. Language Requirement: Level IV (fluency – speaking/reading/writing) in English and Amharic are required. (English language proficiency will be tested)
4. Knowledge: Knowledge of public sector budgeting and procurement processes and good computer skills to use FCS database and Office Software such as Word, Excel, and Power Point is required.
5. Skills and Abilities: Ability to work under pressure and to prioritize competing demands for assistance and ability to work as part of a team and to learn new job-related skills quickly is required. Incumbent must possess valid minimum Grade II Ethiopian driver's license.

DEFINITIONS
1. U.S. Citizen Eligible Family Member: For purposes of receiving a preference in hiring for a qualified position, a USEFM is an individual who meets the following criteria:
1. U.S. citizen; and
2. The spouse or domestic partner (as defined in 3 FAM 1610) of the sponsoring employee, or a child of the sponsoring employee, who is an unmarried child 18 to 20 years old; and
3. b) Resides at an involuntary separate maintenance allowance (ISMA) location. (The individual will not be listed on the sponsoring officer's travel orders, but will have a Form SF-1190, processed authorizing ISMA.)
