MOVEMENT CONTROL OFFICER Job Title: Movement Control Officer

Grade: P2+ 1 grade exceptionally for Mogadishu posting

Section: Integrated Support Services (ISS)

Reports to: Chief Integrated Support Services (CISS)

Duty Station: Mogadishu, Somalia

2. JOB PURPOSE:

Within delegated authorities the Officer is responsible for the effective and efficient movement of all passengers, contingent troops, COE, and all incoming/outgoing cargo movements within the mission area.

3. MAIN DUTIES AND RESPONSIBILITIES:

Responsible for staff management and work, work planning, performance and budget of the unit.

All air, road and sea modes of transportation including the transportation of cargo and travel of personnel into and out of the mission area.

Liaises with UNSOA MOVCON and Aviation, relevant administration, military and police units, external contractors, and others to ensure the effective provision of

technical and logistics support for movements and transportation operations, including the following:

Monitor and manage all cargo and personnel movement, including maintaining documentation of incoming and outgoing cargo and personnel, verification of applicable documentation (e.g. manifests, etc) and other related records.

Transportation of cargo to end destination utilizing effective transportation modes to ensuring that cargo is in good and serviceable condition upon arrival.

Loading of the relevant transport mode in accordance with current regulations and ensure that loading is carried out in time to meet scheduled departures

Preparation of passenger and cargo manifests and other documentation for the safe and unhindered passage of passenger and cargo.

Provision and collection of manifests and other necessary documentation from the commander of aircraft/road convoys/surface vessels and briefing the commanders of these modes of transport on any special passengers or hazardous cargo in the load.

Notification of customs and immigration authorities regarding the arrival and departure by any mode of transportation which will require clearance.

Facilitating the meeting of all passengers upon their arrival in the mission area and departing passengers prior to departure on administrative and safety aspects.

Checking that loading of passengers and cargo has been carried out in accordance with current regulations and instructions.

Collecting and documenting outbound passenger baggage and the dispersal of inbound baggage.

Receive and review movement of personnel requests, provide travel -related information and advice as appropriate, and liaise with AMISOM travel function as required to facilitate travel.

Works with the AU, mission leadership and others to develop and implement movement control policies and guidelines as necessary, including on the safe storage and transport of dangerous goods.

Provide guidance and training to AMISOM personnel regarding Movcon policies and procedures.

Conducts and monitors the mission's Movcon practices, including compliance with

SOPs and deliverables from third-party providers and makes recommendations for action/changes as appropriate.

Maintenance of records and monitoring of Movcon activities such as air movement activity and others, as may be required by the mission.

Performs other functions as required.

4. QUALIFICATIONS:

A University Degree in Business Administration, Supply Chain Management, Transport, or related field. A higher qualification will be and added advantage.

5. EXPERIENCE:

Minimum of 5 years relevant experience in the movement of personnel and general and dangerous cargo. Experience with road, sea and air transportation processes and procedures

6. SKILLS AND COMPETENCIES REQUIRED:

Demonstrated staff and budget management experience.

Strong working knowledge and experience with the implementation of Movcon policies and procedures.

Demonstrated experience working with third party providers.

Ability to establish priorities and work within competing demands and a large volume of work to meet deadlines.

Proven interpersonal skills and the ability to establish harmonious working relationships within the unit, service providers, partners, and other sections within the mission and within a multi-cultural setting.

Ability to communicate effectively both verbally and in writing.

Working knowledge of Word, and Excel.

Possesses a valid driver's license.


Prepared to work in a hardship, highly pressurised and sometimes hazardous environment

7. LANGUAGE REQUIREMENT:

Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.

9. TENURE OF APPOINTMENT:

The appointment shall be for an initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.

10. REMUNERATION: The salary attached to the position is an annual lump-sum of US$ 102,871.50 inclusive of all allowances for internationally recruited staff, and

US$ 91,267.91 inclusive of all allowances for locally recruited staff
