Duty Station: Mogadishu, Somalia
2. JOB PURPOSE:
Within delegated authorities, the Officer is responsible for the effective and efficient management AMISOM facilities throughout Somalia and the implementation of corrective action with respect to issues/problems.
3. MAIN DUTIES AND RESPONSIBILITIES:
• Responsible for staff management and work, work planning, performance and budget of the unit.
As appropriate, liaises with UNSOA, relevant mission administration, external contractors, and others to ensure the effective facilities management, including the following:
o Management and coordination of construction, repair, and maintenance of facilities within the mission area, which may include the installation of conventional or temporary buildings.
o Plans and management of construction and renovation projects including analysis of functional needs and recommendations on alternative solutions.
o As applicable, prepares and/or reviews scopes of work, technical specifications, cost estimates, and monitors implementation and
progress of work to ensure compliance with specifications. Prepares progress reports.
o Reviews proposals for rental/lease or construction of new facilities to ensure conformity with policies, guidelines and agreements.
o Works together to address issues.
• Liaises with Safety and Security for safety inspections of facilities, reports and investigates accidents, and recommends correction of safety hazards.
• Develops guidelines for the on-going management of buildings.
• Evaluates and manages vendor contracts and payment to vendors and individual contractors for services.
• Identifies issues and makes recommendations to address. Implements approved changes. Makes recommendations on policies, guidelines, standards and procedures to improve the operations and services of facilities management.
• Management and coordination of maintenance services, systems and equipment throughout the building, including cleaning and other services.
• Assignment of staff to work space and living accommodations.
• Responds to queries and concerns raised by staff and management, drafts status reports, progress reports and other documents. Proactively communicates facilities related changes/concerns to staff and management.
• Provides support to other AMISOM locations as required.
• Performs other functions as required.
4. QUALIFICATIONS:
A University Degree in Business Administration, Logistics and Engineering . A higher qualification will be and added advantage.
5. EXPERIENCE:
Minimum of 3 years relevant experience in facilities management, building management, administrative services, or related area.
6. SKILLS AND COMPETENCIES REQUIRED:
• Demonstrated staff and budget management experience.
• Strong working knowledge and experience in building and facilities management. Experience with facilities management within a peace support operation is a definite asset.
• Ability to establish priorities and work within urgent and competing demands to meet deadlines.
• Proven interpersonal skills and the ability to work collaboratively and establish harmonious working relationships within the unit, partners, and other sections within the mission and within a multi-cultural and multi-disciplinary setting. Customer service and results oriented.
• Demonstrated ability to resolve issues/problems effectively and constructively.
• Ability to communicate effectively both verbally and in writing.
• Working knowledge of Word, and Excel.
• Prepared to work in a hardship, highly pressurised and sometimes hazardous environment.
7. LANGUAGE REQUIREMENT:
Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.

9. TENURE OF APPOINTMENT:
The appointment shall be for an initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.
10. REMUNERATION: The salary attached to the position is an annual lump-sum of US$ 88,548.93 inclusive of all allowances for internationally recruited staff, and
US$ 76,945.34 inclusive of all allowances for locally recruited staff.
