The next 1-2 years will see the introduction of a number of European Network Codes to the UK energy market. This new legislation will have considerable impact on the current set of guidelines and governance that underpin the design of our energy market, so it's vital that this change programme is managed effectively and delivered to agreed timelines.
This role will take responsibility for overseeing the implementation of eleven network codes in electricity, initially focussing on the effective launch of transparency regulation, which will then create the platform on which to implement all Network Codes.  This will see you working closely with legal and policy colleagues and ensuring effective communication of changes to stakeholders across the energy industry. Looking forward you'll also consider how to create effective implementation and compliance monitoring frameworks (in GB and Europe) and on the process for amending European Network Codes in future.
Essential qualifications:
  • A degree or equivalent qualification in a relevant field, or equivalent experience in a relevant field (e.g. economics, law, politics, international relations).
Essential skills and experience:
  • Very strong communication skills and an ability to forge and maintain strong working relationships, both internally across a number of directorates, and with a variety of external stakeholders.
  • Excellent planning and project management skills and an ability to work to tight deadlines.
  • The ability to effectively communicate complex concepts with clarity and experience of developing strategy and policy.
  • The capacity to maintain informed and up to date on a number of codes, each at varying stages of the development and implementation process.
Desirable:
  • Knowledge of EU regulatory regime in the field of energy, as well as an awareness of financial regulation.
  • A good knowledge of existing GB governance arrangements (industry codes) in the field of energy and, ideally, knowledge of the electricity European Network Codes.
  • Experience of working with fellow regulators via ACER or CEER.
  • Understanding of the domestic legal processes of implementing EU law.
