PURPOSE:
To support UNICEF's emergency preparedness and response efforts for the governorates under the responsibility of Al-Qamishli Field Office, namely Al-Hasakeh; Al-Raqqa; and Deir Az-Zour.
Under the direct supervision of the Chief, Field Office - Al Qamishli, the Emergency Officer will be responsible for planning, implementation and monitoring of Emergency Preparedness and Response activities. The incumbent will work in close coordination with the Chief of Field Operations and Chiefs of Programme Sections in Damascus.
MAIN DUTIES AND RESPONSIBILITIES:
· Support the development and use of assessment and monitoring tools that are suitable for the projects assisted by UNICEF and prepare weekly updates on UNICEF interventions in the Governorates.
· Lead UNICEF's needs assessments activities and actively participate in inter-agency needs assessment missions.
· Preparation and provision of quality input for facilitating and supporting inter-sectoral assistance over the Governorate.
· Follow up the progress of implementation of humanitarian supplies distribution and other emergency interventions with partner agencies and organizations.
· Coordinate a capacity mapping of all current and potential actors, such as: government, national and international organizations as well as national institutions, the private sector and market access to materials and services.
· Actively participating to the interagency coordination at Governorate level (including UN agencies, ICRC, SARC, national and international NGOs and other Charity Organizations active in the Governorate) and liaise with national authorities' local structures.
· Identify key partners for sectorial groups, in order to increase coverage of services for children and caregivers.
· Ensure that UNICEF activities in the Governorate are in line with existing policy guidance, technical standards and relevant UN and Host Government human rights legal obligations.
· Ensure logistic and flow of supply in the covered areas of the Governorate, including advising on the prepositioning of emergency supply in the framework of response and contingency planning.
· Promote emergency preparedness, support the response and the development and implementation of contingency planning.
· Ensure full integration of the IASC's agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilization participatory and community-based approaches. In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed.
· Support sectors' members in responding to needs and filling gaps.
· Support efforts to strengthen the capacity of the local authorities and civil society.
· Promote and support the capacity building of humanitarian partners, based on the mapping and understanding of available capacity.
MINIMUM QUALIFICATIONS:
• University Degree in social sciences or related disciplines.
• Minimum two years of relevant progressively responsible experience in humanitarian and development programme design, implementation, monitoring and evaluation.
• Experience working in a humanitarian organization an asset.
• Background in emergency programmes an asset.
• Knowledge of English and Arabic both written and spoken is required.
• Excellent skills in Microsoft Office (Word, Excel, PowerPoint, etc.)
• Ability to work in multicultural environment.
• Ability to perform under pressure.
• Ability to work independently and with limited supervision and support.
