PURPOSE:
Under the close supervision of the Chief of the Field Office - Qamishli and technical guidance of the Chief of Child Protection Section, the Child Protection Officer will be responsible for contributing to child protection programme planning, administration, implementation, monitoring and the evaluation of programme/project activities in the governorates under the responsibility of Qamishli Field Office, namely Al-Hasakeh, Al-Raqqa, and Deir Az-Zour. The incumbent will also work closely with other project and programme officers in the field office to ensure that the child protection priorities are adequately addressed and coordinated in all affected areas.
MAIN DUTIES AND RESPONSIBILITIES:
§ Collects data and contributes to the Situation Analysis, programme/project planning, management, and monitoring and evaluation purposes related to child protection in the Governorate. Provides analytical inputs on child protection programme implementation reports and evaluates against established programme recommendations and plans of action. Prepares tables, graphs and other statistical data. Reports outcome of analysis and proposes corrective actions.
§ Undertakes ongoing visits to UNICEF child protection project sites, contributes to the assessment local conditions and resources, and monitors UNICEF inputs. Communicates with local counterpart authorities on project feasibility and effectiveness including monitoring the flow of supply and non-supply assistance.
§ Undertakes follow-up action on child protection programme implementation activities and contributes to teamwork building, and provides inputs to relevant reports. Drafts changes in programme work plans as required.
§ Attends technical cooperation meetings, prepares notes and undertakes follow-up action related to child protection programme implementation and monitoring.
§ Assists in identification and selection of technical supplies and equipment.
§ Supports the selection and compilation of training and orientation materials for those involved in programme implementation, including donor and media visits. Drafts relevant sections of reports (required for donors, management, annual reports, etc.)
§ Analyses financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments. Reports to the Chief of Field Office and the Chief of Child Protection section the outcome of reviews.
§ Assists and participates in the planning and response to ensure the protection of children in emergency situations during the assignment period within the framework of UNICEF Commitment for Children in Humanitarian Action.
MINIMUM QUALIFICATIONS:
· University degree in Psychology, Sociology, Law, Education or any other relevant discipline.
· One year of relevant professional work experience in a field directly related to Child Protection programmes.
· Experience working in a humanitarian organization an asset.
· Background in emergency programmes an asset.
· Knowledge of English and Arabic both written and spoken is required.
· Excellent skills in Microsoft Office (Word, Excel, PowerPoint, etc.)
