The TC-module is composed of three components, which contribute to the objective of the module: (1) capacity development of the districts, (2) fiscal decentralization and (3) political participation, accountability and cooperation with civil society. The improvement of the institutional and legal framework of decentralisation is a cross-cutting issue of the project.
