The role
Under the direction of the Director of Programmes Development and Quality (DPDQ), the Head of M&E, Quality and Accountability provides strategic direction in the areas of MEAL, Child Participation and Partnership development. S/he will provide advice and technical support to help progra mmes in setting up accountability and M&E systems, promote evidence based programming, decision making and advocacy as well as play a critical role in coordination of country annual planning. The post-holder will also be involved in building national staff and partners' capacity for better M&E, accountability to beneficiaries as well as contribute to the agency-wide learning. The post-holder will have a specialisation in MEAL, and ability to manage a TA in Child participation and partnership.

Qualifications and experience

Essential 

• Post-graduate degree in international affairs, development or related field
• Minimum five years of monitoring and evaluation experience, at least three of which should be in a post-conflict/humanitarian setting
• Proven technical MEAL experience in at least two of the following sectors: Health, Nutrition, Education, Child Protection and Food, Security and Livelihoods.
• Proven experience developing conceptual frameworks (log frames/results frameworks), development of indicators and monitoring and evaluation plans
• Experience working with a variety of donors including USAID, OFDA, ECHO and EC
• Competency in designing, developing and implementing a variety of assessment methods to meet field project needs – rapid assessments, population-based surveys, evaluations, impact studies. Proven quantitative and qualitative analysis skills desirable.
• Proven analytical and quantitative skills. Experience using databases, as well as using statistical software such as STATA, SPSS, EPI Info, or similar programs.
• Experience of designing and implementing capacity building for peers and field staff (training, coaching, mentoring, etc.) specific to M&E.
• Excellent report-writing skills with the ability to assimilate, process and document information for a variety of audiences
• Ability to communicate clearly an d effectively and build relationships at all levels, taking into account cultural and language difficulties.
• Good interpersonal and facilitation skills and sensitivity in dealing with government officials and communities.
• Fluent in spoken and written English
• Ability and willingness to travel regularly into the field.
• Commitment to Save the Children's Child Safeguarding policy
• Commitment to and understanding of Save the Children aims, values and principles.

Desirable 
• Experience in Information System Management, specifically database management
• Previous knowledge of Save the Children Systems
• Experience managing logistics within an emergency setting
• Experience working in South Sudan
