Call for Policy and Finance Specialists
Tanzania

Background:
Land O'Lakes International Development is a 501c3 nonprofit organization whose vision is to be a global leader in transforming lives by engaging in agriculture and enterprise partnerships that replace poverty with prosperity, and dependency with self-reliance. We leverage Land O'Lakes, Inc.'s 34-year history engaging in international agriculture and economic development programs, implementing more than 280 programs in 80 countries since 1981.

Project Description:
Land O'Lakes is currently preparing for the anticipated USAID-funded Feed the Future Tanzania Enabling Growth Through Investment and Enterprise (ENGINE) program that will address constraints to agricultural productivity through improving the business-enabling environment. It will build the capacity of the private sector to dialogue with policymakers and improve public sector capacity to develop and implement policies that promote an enabling business environment; foster the development of a sustainable market for business development services; and, broaden access to finance for SMEs and women and youth entrepreneurs to enable increased growth and investment.

We are seeking expressions of interest for the following two positions:

Policy Specialist

Required Skills and Qualifications:
Master's degree in economics, finance, business administration, public policy or related field, or the equivalent;
7+ years of experience in policy design and implementation, establishing or improving effective frameworks for policy reform, and knowledge of how to improve public-private dialogue;
Experience in program reporting, producing policy option papers, and collaborating with donor representatives;
Experience working on international development projects; and
Fluency in English.

Desired Skills and Qualifications:
Experience working on gender and youth engagement and empowerment.

Finance Specialist 

Required Skills and Qualifications:
Master's degree in economics, finance, business administration or related field, or the equivalent;
7+ years of experience in delivering and overseeing financial sector programs, with clear knowledge of policy constraints and operational needs of financial service providers and regulators;
Experience in developing and implementing grants in compliance with US government donor requirements;
Experience working on international development projects; and
Fluency in English.

Desired Skills and Qualifications:
Experience working on gender and youth engagement and empowerment.
