BACKGROUND
The Tanzania Communications Regulatory Authority (TCRA) established under the Tanzania Communications Regulatory Authority Act
No. 12 of 2003, became operational on 1 st November, 2003. The TCRA is responsible for regulation Of the Information and
Communication Technologies that is Communications and Broadcasting sectors. For Broadcasting, the Authority's mandate is limited
to Tanzania Mainland only. Section 26. - (2) of the TCRA Act No. 12 of 2003 provides for establishment of a Content Committee by the
Minister responsible for Broadcasting. The Committee shall be composed of not more than five members including the TCRA Board's
member who shall be the Chairperson; and four (4) other members appointed in consultation with the Chairperson of the TCRA Board.
Members of the Content Committee shall not be employees of TCRA or Broadcasting Organizations.
Applications are now invited from suitably qualified Tanzanians wishing to be appointed members of the Content Committee to submit
their applications to the undersigned.
QUALIFICATIONS
To be appointed as a member of the Content Committee, the applicant shall have the following qualifications:-
(a) a graduate from a recognized university;
(b) at least ten years experience in one or more of management, law, economics, finance, engineering, information communication
technology, broadcasting, communication or culture;
(c) knowledge of broadcasting industry;

(d) satisfied the Minister that he/she is unlikely to have a conflict of interest under Section 11 of the TCRAAct, 2003 and will not have
any financial or other interest which will be likely prejudicially affect the carrying 'out of all functions under this Part;
(e) willing to serve as member;
(f) regard to the desirability of ensuring that, the person appointed is able to represent the interest and opinions of persons living in all
the different parts of the country; and
(g) in the opinion of the Minister, otherwise suitable to perform the functions and duties of a member competently and honestly.
DUTIES AND RESPONSIBILITIES
(1) The Committee shall have such powers conferred to it under Section 27 of The Tanzania Communications Regulatory Authority Act
No. 12 of 2003 and others powers conferred to it under Sections 5 and 6 of the TCRA Act and Sections 173 and 174 of the Electronic
and Postal Communication Act of 2010. Main f~nctions of the committee stipulated under Section 27 of TCRA Act are ~s follows:-
\
(a) advise the Sector Minister on broadcasting policy;
(b) monitor and regulate broadcast content;
(c) handle complaints from operators and consumers; and
(d) monitor broadcasting ethics compliance.
(2) The Committee shall have
such functions as the Authority may confer to the Committee.
Any other duties and functions determined by the Authority in accordance with the Act.
