Project Accountant

Background
SNV has worked in Tanzania since the 1971 and currently has offices in bar
es Salaam, Mwanza, Arusha, Sumbawanga and lringa.ln alignment with our
Corporate Strategy, SNV Tanzania focuses on .. three sectors namely
AgricuHure, Renewable Energy and Water, Hygiene and Sanitation (WaSH).

SNV Tanzania is currently implementing a porttolio of agricultural projects
with various partners and donors to strenqthen value chain actors in red
meat, dairy, edible oilseeds and staple foods as well as promoting inclusive
. business arrangements between smallholder farmers and large enterprises.
The objective is to enhance food security, improve the livelihoods of
smallholders, and strength jhe environmental sustainability of agricultural
production in the face of a changing climate

Project Summary
SNV-works with local based development partners, other civil society
organizations, government institutions and businesses to develop the
capacities of local communities. SNV, with funding from the Swiss Agency for
Development and Cooperation (SDC), will run a 31 month project (February
2016-July 2018) that aims to stimulate Opportunities for Youth
Employment (OYE) in the Central Corridor of Taniania. This is an
expansion of the current MasterCard Foundation-funded OYE project that
SNV has been implementing since 2013. The project will connect
approximately 6,000 rural youth (aged 18-30 years) to pOtentially interesting
employment opportunities in the agricuHure (crops and livestock),
renewable energy (solar, biogas, improved cook stoves, and
briquettes), and water & sanitation (rural water supply and latrines)
sectors, as employees and entrepreneurs. The project's geographical focus
encompasses the regions of Dodoma, Singida, Manyara, Iabora, and
Shinyanga.

Overview of the Position
. Ex~cute daily financial and accounting duties. Coordinate and supervise
staff, based on the relevant administrative, financial and HR guidelines and
directions and in consultation with the Project Managerls and Country
Finance Manager, in order to enable the projectls to efficiently and effectively
focus on the advisory accountabilities. To effectively support the Country
Finance Manager in project finance administration and ensure continuity of
operations in the absence of the supervisor.
Execute daily financial and accounting duties. Coordinate and supervise
staff, based on ihe relevant administrative, financial and HR guidelines and
directions and in consultation with the Project Managerls and Country
Finance Manager, in order to enable the projectls to efficiently and effectively
focus on the advisory accountabilities. To effectively support the Country
Finance Manager in project finance administration and ensure continuity of
operations in the absence of the supervisor.

Key Responsibilities .
Finance administration support
Record financial transactions in the accounting system, prepare and
check monthly, quarterly and annual financial accounts, forecasts and
project depletion for the projects and submit to Country Finance Officer
and Project Manager,. follow up on project related receipts and
payments, reconcile b~nk balances and manage liquidity levels of the
project, based on guidelines of the Firance Manager, project and
financial procedures ..
Ensure control, monitoring and execution of all financial and related
activities for the projects, like budgeting, administration and. planning
and control,
If needed also take care of petty cash and supplier payment
Management Reporting
Collect, review and analyse and interpret (trends in) financial and non-
financial data, draft financial and administrative reports on projects and
donor using SNV corporate and donor reporting formats ' •
General Support
Draft correspondence, signal bottlenecks in planning and suggest
solutions based on requests of team and agreed general support
routines

Databases
Ensure time writing for Project LCSs and Consultants is updated in SAP
and record relevant data in databases as requested for all given projects
and assignments
Supervision/management of staff
Coordinate activities and distribute work over the staff members, and
recruits: coaches and appraises own staff

Requirements
Degree in Finance and Accounting (Masters in Finance will be an added
advantage)
CPA or ACCA or CIMA professional qualification.
5-7 years' work experience with reputable organizations (Donor funded
NGOs preferred) .
Registered member of the National Board of Accountants and Auditors.
Knowledge in Accounting Packages such as Tally Accounting, Quick
books, Pastel ,SPSS, ISS
Must have a dynamic and proactive approach with excellent
communications and interpersonal skills;

Languages: Fluent in English and Kiswahili

Duty station: Dodoma, Tanzania .

Contract Type: National Staff Employee

Contract Duration: Two years
