MSH seeks a Health Facility and Quality Improvement Director for an anticipated $75 million dollar USAID comprehensive health service delivery program that will be seeking to support the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. The program will also support the GOT's Health Sector Strategic Plan (HSSP) IV Strategic Objective to deliver an integrated package of essential services in communities and health facilities, "applying evidence-based, efficient channels of service delivery," and the HSSP IV objective to "focus on geographic areas with higher disease burden."
These positions are subject to project award.
Specific Responsibilities
- Support MOH to make sure all levels of the health system are supervised to use quality standards and service delivery protocols.
- Support the MOH advance QI policies, strategies, and a coordination structure to mainstream a culture of and practice for QI.
- Support MOH to educate community members on expectations for primary clinics and health workers on providing client-centered services and respectful care.
- Provide on-going monitoring and evaluation on quality improvement/quality assurance activities.
- Support the MOH building capacity in the health system to assess quality and adherence to standards of care.
- Advise and mentor county and district level staff and facility-based providers so as to strengthen implementation of quality improvement approaches at the county and district levels.
- Meet routinely with clinical staff to learn of county-level quality issues, and work collaboratively to determine appropriate and contextual solutions.
- Facilitate quality improvement planning process at country, district and health facility level.
- Participate in quality improvement operations research, assessments and evaluations.
Qualifications
- Master's Degree in Public Health, with focus on Quality Assurance/Improvement preferred
- Demonstrated strong experience in management, monitoring and evaluation of Quality Assurance and Quality Improvement processes and strategies with proven analytical skills
- Between 6 and 8 years of experiences in global health applying quality improvement approaches such as Improvement Collaborative, Standards Based Management and Recognition (SBM-R), 5S-CQI (KAIZEN)-TQM, COPE, etc.
- Strong capacity in conceptualization and analysis related to quality of care services
- Strong writing and communication skills, and presentations and report writing skills
- Strong mentoring and training skills
- Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants
- Fluency in English is required
- Willingness to travel within Tanzania as needed.
