CHSS PROGRAM

Background

The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year PEPFAR/USAID funded program led by JSI Research & Training Institute, Inc. with consortium partners Initiatives Inc., the National Association of Social Workers (NASW), and the Bantwana Initiative of World Education, Inc. (WEI/B).  The aim of CHSS is to improve health, wellbeing and protection outcomes for HIV- affected and other most vulnerable populations by strengthening and integrating health and social welfare service delivery systems from community through national levels. The guiding principles of CHSS are to promote gender equality, increase and leverage existing resources, and, expand accountability, impact, and sustainability.  CHSS will be implemented in 10 regions in Tanzania.

Job Summary
The Systems Strengthening Officer is a full-time position that will be based in one of the five CHSS regional offices in Mbeya, Njombe, Pwani, Rukwa and Tabora.  The position will be an integral part of the multi-sectoral CHSS technical team, CSO/NGO and government partners and other stakeholders within the CHSS areas of operation, and will report to the Regional Director.  Regional efforts will be developed, implemented and evaluated in close coordination with and guidance from the head office team based in Dar es Salaam.

Primary Responsibilities and Duties: Working closely with the CHSS Regional Director, technical team and partners, the Social Welfare Systems Strengthening Officer will:

Oversee CHSS program interventions related to social welfare systems strengthening for improved service delivery to vulnerable populations (e.g. MVC, PLHIV, widows, elderly, people with disabilities (PWD) at community, ward, and district levels
Ensure social welfare systems strengthening efforts are aligned with the GOT's social welfare policies and that programming is evidence-based and of high quality
Support capacity building of LGAs to plan, budget, implement and evaluate implementation of health and social welfare-related policies and programming
Conduct social welfare workforce assessments at district and lower levels, jointly develop action plans, and provide targeted support supervision to district and lower level social welfare officers and cadres, including parasocial workers (PSWs).
In collaboration with regional technical team, develop and implement trainings on social welfare policies and specific social welfare skills and provide ongoing follow up support for social welfare staff at district level and lower structures
Oversee expansion of PSW training at community level and provide technical support to districts to provide support supervision for lower level social welfare cadres (SWAs, PSWs)
Lead development and implementation of training of LGAs, CSO/NGO partners, PSWs and community structures on evidence-based Linkages and Referrals and Case Management models aimed to strengthen integrated health and social welfare referrals and case management sytesms
Build on existing mechanisms to ensure that community level health and social welfare structures are linked to formal district systems

Desired Qualifications:
BA in social sciences (preferably Social Work/ Public Health/Sociology/Psychology or Community Development) Graduate degree in a relevant field will be an advantage
3+ years' experience  working with Regional Government, LGA and  Civil Society
3+ years' experience in capacity buiding/systems strengthening work with LGAs, NGOs/CSOs, community structures to expand and improve integrated service delivery
3+ years' experience in public health programs, social work, child protection or case management
Experience developing/working within a referrals network or facilitating community linkages supporting health or social services for vulnerable populations
Knowledgeable and familiar with national policies related to social welfare, child protection, HIV, health, MVC and other vulnerable populations
Creative and capable of working independently and as part of a multi-sectoral team
Fluent speaking and writing in English and Kiswahili and
Excellent interpersonal and communication skills
Ability to travel
