Project
The first phase of a large-scale government water supply project in the north of Tanzania including the construction and operation of a raw water intake and pumping station, 3 trains of a water treatment plant, storage tanks, 12 Km of transmission lines, and bulk power supply. The project will cover 37 villages and two small towns, of which the first phase will cover 9 villages.

Key Responsibilities
  • Act as the Contractor's Representative under the FIDIC contract (99 edition as amended) and be responsible for all of the Contractor's obligations in this regard.
  • Review tender and contract documents to define the project scope of work, and create project plan including programme, procedures, human resources plan, cost control, quality control and assurance, plant and materials resource management, communications, contract administration and procurement plan, technical coordination etc.
  • Arrange for recruitment of assigned contractor's personnel, plant and equipment and manage for the duration of the project.
  • Oversee the process of procurement, manufacture, delivery and installation for long-lead electrical and mechanical equipment and specialist subcontracts.
  • Direct and coordinate activities of project personnel to ensure the project progresses in accordance with the parameters set forth by the contract and by the company directives.
  • To oversee and ensure close adherence to project quality control and quality assurance requirements and procedures as planned and required under the contract.
  • Manage and direct subcontractors in accordance with the requirements of the main and subcontracts.
  • Manage day-to-day site activity and communication with the project Engineer and other parties as required under the contract, including correspondence, reports, meetings, negotiations etc.
  • Be familiar with, and conduct project activity in accordance with applicable laws and regulations and make all necessary arrangements with relevant authorities for execution of the project as required under the contract.
  • Oversee project technical office and design coordination as required under the contract and confer with project personnel to provide technical advice and resolve problems.
  • Manage project cost, and payment applications; proficiency in use of CCS.
  • Manage project programme; proficiency in use of Primavera and CCS.
  • Tracking any other relevant project deliverables using project management tools.
  • Prepare project reports for the Engineer and Employer as required by the contract and for the company management as required under company directives.
  • Create appropriate project controls to minimize risk and liability.
  • Manage project HSE requirements in accordance with the contract and applicable laws and regulations.
  • Report to the company's relevant Executive Management and to the Area Manager.
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position

Desired Skills and Experience

  • Must have a tertiary degree in an Engineering field or Construction Management, preferably Mechanical or Civil Engineering.
  • At least 10 years experience as a Construction Project Manager, preferably on projects where the Employer is a Government agency. Able to demonstrate or have evidence of successfully implementing a number of such projects.
  • 7 - 10 years relevant experience in large Civil/Mechanical Engineering and water infrastructure projects.
  • Primavera and CCS proficient.
  • Sound knowledge and experience with FIDIC forms of contract.
  • Project management certification preferred.
  • Experience in Sub-Saharan Africa (other than South Africa) strongly preferred, and experience in North Africa is a plus.
  • Can operate in remote locations and with more than one reporting line.
  • Track record in operations and commercial environments, gained within another large multi-national organization with a global and regional structure is preferred.
  • Experience of working globally, particularly with multi-cultural work forces.
  • Fluency in English is required.
  • Willing to show total commitment and to be available 24x7 when necessary.
  • Able to contribute to the overall development of continuous improvement in Project Delivery & Return.
