Experts in Financial Budget for KPMG

Kpmg Advisory Spa, belonging to the KPMG International network, is an Italian based consultancy with a leading role in the national market. In addition, KPMG Advisory has been a protagonist in different International projects financed by international organisations and institutions and has also been involved in several EU/UN contracts.

KPMG Advisory is seeking for experienced and motivated French speaking Experts in the area of Public Financial Management, Financial and Budget planning, Internal Control and Public Procurement to provide technical support in theI mplementation of reforms in the area of Defense and Security in the Democratic Republic of Congo (DRC)

The project aims to support the Ministry of Defense and other governmental, civil and military institutions in charge of designing, leading and boasting the defense-security reform in Congo. In particular, the reform will focus on the Administration and Management components, in order to reinforce the governance and rule of law, fight against impunity and the promotion of a lasting peace in the DRC.

The Experts will assist the Ministry of Defense (MDNAC – Ministère de la Défensenationaleet des AnciensCombattants) in the planning, implementation and monitoring of the Army Reform Plan, including the modernization of the institutional, legal and regulatory framework. They will renovate the military administration and optimize its resources, in terms of policies and human resources (from recruitment to returning to civilian life), fiscal management and public procurement. Furthermore, they will contribute to the improvement of the internal controls and external accountability within the defense sector and will provide capacity development trainings to increase management capacity for supporting the strength and efficacy of security system.

Position: Key Experts in Financial Budget - 48 months / 1000 working days

· University Degree in Economics, Public Finance - Accountancy or related discipline

· Minimum 10 years' experience in providing Institutional Support in the design and implementation of sectorial policies and strategies in the field of budgetary and financial governance

· Very good knowledge of aid effectiveness and development policies

· Proven experience in public financial control and audit

· Multiple experiences in training and development of technical tools in the domain of budgetary programs and public financial management within African countries

· Strong capacity as trainer in managing working groups

· Previous experience in the security sector will be considered an asset

. Excellent knowledge of French, both spoken and written
