PWYP Tanzania Interim National Coordinator
Terms of Reference

BACKGROUND

The PWYP Tanzania coalition has been facing operational challenges since 2012. In order to ensure that there is an effective and dynamic PWYP coalition in Tanzania that is addressing transparency and accountability issues within the Tanzanian extractives space, it was agreed by CSO stakeholders to revamp the PWYP Tanzania coalition ideally starting in January 2015.

Following from the CSO Stakeholder Forum on 11 November 2014, it was agreed to recruit an interim PWYP Tanzania national coordinator as well as constitute an Interim Steering Committee (ISC). The Interim National Coordinator will closely collaborate with the ISC, the PWYP International Secretariat and other coalitions in the region to help revamp the PWYP Tanzania coalition.

It was agreed that the PWYP-TZ Interim National Coordinator should not be hosted while being interim although various organisations have offered a working space if so required (Swissaid, Oxfam etc.). Instead PWYP International will recruit the interim coordinator directly as a consultant through its host Open Society Foundation. S/he will be accountable to the ISC and report to them on a regular basis. S/he may have to travel nationally and/or regionally if so required and upon approval of the ISC and PWYP International. 

III. Role and responsibilities

It is expected that the Interim National Coordinator will carry out the following tasks: 

Governance 

  • Working with the Interim Steering Committee the coordinator will develop the governance structure of a new PWYP TZ using the international standards as outlined in Vision 20/20

  • Develop an MOU for PWYP Tanzania, 
  • Develop a TOR for Steering Committee, 
  • Develop guidelines for PWYP organisational membership, 
  • Develop guidelines for host organisation
  • Member engagement
Once the Interim Steering Committee has adopted a new membership profile and engagement policy the interim coordinator needs to do outreach in the capital but especially the extractive regions to member organisations that want to engage in the coalition and commit actively to play their role. A good map ping exercise of potential members may be appropriate. 

Strategy development


Working closely with the Steering Committee and members it is expected that the Interim Coordinator develops a strategy using Vision 20/20 as a guideline. This will also include a fundraising and communications strategy. The coordinator will take a lead role in the PWYP Tanzania strategy development process and align this with PWYP Vision 20/20

Communications and leadership

The Interim Coordinator will represent the PWYP national coalition, and foster linkages at relevant forums. S/he will communicate regularly with the coalition members through a Google group and with other stakeholders as appropriate. There will be face-to-face meetings with the ISC at least once every six weeks to discuss the re-organisation process of PWYP Tanzania. S/he will write reports and provide feedback of activities towards the revamping of PWYP Tanzania

Qualifications and experience: 


  • At least three years or more of advocacy experience including working in a policy or campaigning capacity, developing advocacy strategies and representing advocacy concerns at a national level
  • Experience participating in an advocacy-focused NGO coalition
  • Excellent verbal communication skills to inform and advise and to have the confidence and ability to deal with a range of people with differing levels of understanding of the issue
  • Excellent writing skills, to produce or edit drafts of policy documents, advocacy letters, fact sheets, press statements, and other correspondence
  • Excellent organization skills in order to manage different campaigns and many organizations' involvement
  • Familiarity with extractive industries, international development, corporate sector, and international financial institutions issues
  • Excellent interpersonal and leadership skills and proven ability to deal with a wide range of people
  • Experience coordinating NGO coalitions
