DUTIES AND RESPONSIBILITIES:

The Policy Analyst will work under the overall supervision of the Division Director/ESA and reports to the Programme Manager of the 'Monitoring and Analysing Food and Agricultural Policies' (MAFAP) programme. In close consultation with the Government counterparts and the relevant FAO Representative(s), he/she will be responsible for the coordination of MAFAP programme activities in six partner countries in East Africa (Burundi, Ethiopia, Kenya, Rwanda, South Sudan, Tanzania and Uganda). Specifically, the incumbent will:

• operate as the primary interface for the MAFAP programme in East Africa, ensuring the programme's visibility, credibility and impact at country and regional levels;
• provide day-to-day technical guidance and support to MAFAP country focal points;
• represent MAFAP among partner organizations in participating countries, including among development partners, producer associations and regional economic communities through participation in conferences, workshops and other events;
• coordinate the implementation of four objective of MAFAP on technical, analytical and policy dialogue activities in all countries in East Africa: including :

o data mobilization, curation and management activities in the sub-region (MAFAP objective 1)
o delivery of ex-post policy analysis and related deliverables and identification of priority policy constraints (MAFAP objective 2) ;
o delivery of ex-ante policy analysis and related deliverables to support presentation of policy reform options to governments in the sub-region MAFAP objective 3);
o provide support on policy and advocacy-relevant activities carried out in the sub-region (MAFAP objective 4)
MINIMUM REQUIREMENTS

Candidates should meet the following:

• Advanced university degree in (agricultural) economics, political sciences, public policy or related field
• Seven years of progressive experience in agricultural development and policy analysis
• Working knowledge of English with limited knowledge of French

SELECTION CRITERIA:
Candidates will be assessed against the following:

• Extent and relevance of experience in agricultural policy measurement, analysis and monitoring, including ex-post and ex-ante analysis
• Extent and relevance of experience and skills in coordination, organization, and management of agricultural development programmes
• Extent and relevance of experience and capacity to manage a team of experts and provide effective guidance
• Extent and relevance of work experience in a developing country, including ability to work with high-level government officials, research partners and development organizations at all levels

• Excellent writing and oral communication and facilitation skills

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments
