OBJECTIVE:

To Provide strategic direction, manage and execute the Internal Audit Activity, coordinate specific processes to support the implementation and execution of the Audit Plan, monitoring compliance, preparing and presenting audit findings and  recommendations, and providing assurance of compliance with statutory requirements, policies and procedures in line with professional ethical Standards and the organization's policies and procedures

KEY RESPONSIBILITIES:

  1. To Identify and evaluate the organization's risk areas and provides key input to the development of the annual audit plan.
  2. To Perform audit procedures, including identifying and defining issues, developing criteria, reviewing and analyzing evidence, and documenting client processes and procedures.
  3. To Identify, develop, and document audit issues and recommendations using independent judgments concerning areas being reviewed.
  4. To communicate the results of audit and consulting projects via written reports and oral presentations to management and the board of directors.

PROFILE/KEY COMPETENCIES:

  • Bachelor's degree from an accredited college or university with Professional Certification as a CIA, CPA, CISA,
  • Three years of full-time experience in auditing, accounting, business analysis, or program evaluation.
    • Two years supervisory or project management experience.
    • Sound Knowledge of the Standards for the Professional Practice of Internal Auditing and the Code of Ethics developed by The Institute of Internal Auditors.

Position Title:                        Commercial Officer – NICTBB

Reports to:                             Operations Manager – NICTBB

Department:                             National ICTBB

No of Positions:                    One (1) OBJECTIVE

 

The Incumbent will be responsible for the National ICT Backbone sales and service orders handling, demand forecast, capacity leasing, accounts management and billing to realize capacity utilization objectives and revenue targets.

KEY DUTIES AND RESPONSIBILITIES

  1. To implement Sales and Marketing plans and strategies that suit demands and requirements of specific segments of National ICT Backbone customers to meet Government interests and other stakeholders' expectations.
  2. To interact/interface with the National ICT Backbone customers and other stakeholders/licensed operators with the view to forecast future demands for inclusion in the general service order handling portfolio
  3. To provide TTCL's backbone capacity planning office with the demand forecast and market intelligence inputs to be used for planning future enhancements to the National ICT Backbone facilities
  4. To prepare and compile periodic sales reports, customer records and information, capacity utilization, service agreements, accounts management, revenue performance and ensure they are kept under safe custody and confidential
  5. To carefully manage billing of National ICT Backbone services by ensuring that bills are settled as per respective service agreements and the revenue is recorded in the National ICT Backbone books of accounts.
  6. To establish and implement clear and effective interfaces with the technical office at the HQ, and back office service provisioning teams across the company with the view to ensure service orders from other operators are promptly attended to.
  7. To prepare periodic sales and revenue performance reports highlighting areas with critical challenges and submit recommendations for correction and or improvement going forward to the National ICT Operations Manager.

KEY ACCOUNTABILITIES

  • Implementation of approved National ICT Backbone sales and marketing plans.
    • Achievement of revenue targets
    • Availability  of  capacity  service  provisioning  processes  and  procedures  and  their dissemination to various stakeholders
      • Follow up implementation of agreed service agreements
      • Existence of smooth interfaces and effective customers' relationship management with various National ICT stakeholders within and outside TTCL.
      • Timely  preparation  and  submission  periodic  business  reports  to  the  National  ICT Operations Manager.

KEY    QUALIFICATIONS/EXPERIENCE/SKILLS

  • A University degree in Business Administration/Marketing/Economics or equivalent qualifications from a recognized Institution.
  • Three (3) years experience in Sales and Marketing functions preferably in telecommunication industry
  • Business acumen coupled with ability to provide innovative ideas and solutions
  • Excellent negotiation skills and an ability to build a 'winning team'
  • A strong orientation towards results with a proven record of performance

Position Title:Legal Officer

Department:                       Company Secretary, Legal & Regulatory Affairs

OBJECTIVE

To handle all legal matters including legal opinion, contracts, litigation, outsourced legal services as well as regulatory issues.

KEY DUTIES AND RESPONSIBILITIES

  1. To provide appropriate and timely legal advice to authorities and officers of the Company
  2. To present the Company in proceedings in courts of law, tribunals, arbitrations, etc
  3. To follow up legal matters handled externally, this includes follow up of cases outsourced in courts and with advocates
  4. To undertake drafting of legislative proposals pertaining to the company's activities
  5. To undertake reviews of legislations relating to the Company's activities and make recommendation on amendments.
  6. To  prepare  and  or  give  legal  opinion  on  contracts  pertaining  to  companies' activities, projects etc
  7. To  make  a  follow  up  on  the  compliance  of  terms  of  contracts  during  the implementation of contract
  8. To perform any other duty related with legal and regulatory affairs as may be assigned

KEY ACCOUNTABILITIES

  • Effective and efficient provisioning good advice to the management on issues pertaining to legal issues
  • Well reviewed and drafted contracts and good case management
  • Reasonable judgments when providing legal opinion

PROFILE/KEY QUALIFICATIONS AND COMPETENCIES

  • A degree in law and enrolment as an advocate of the High Court of Tanzania or must have completed a Law school programme
    • Good computer knowledge with basic software applications
    • Excellent negotiation and drafting skills
    • Excellent communication and presentation skills

Position Title:                        Business Analyst.

Reports to:                             Manager, Carrier Operators

Department:                             Sales (Retail and Wholesale).

OBJECTIVE

The Incumbent is responsible for the development of strategic business partnerships with National and  other International  Carriers. This  position ensures substantial  contribution of National and International business to TTCL business

KEY DUTIES AND RESPONSIBILITIES

  1. To establish and produce Competitive intelligence and analysis, including understanding market indicators, competitors offers and International best practices
  2. To provide management with information on which to base decisions by analyzing the data, recognizing opportunities and recommending improvements
  3. To negotiate termination rates with other operators in order to reduce TTCL out- payment costs.
  4. To Provide the department with wholesale pricing analysis, which includes trending analysis, sensitivity analysis, elasticity analysis and profit optimization recommendations
  5. To ensure the targets associated with service levels and customer profitability are met.
  6. To develop International and National business/implementation plans to in line with Company business plans.
  7. To monitor and follow up implementation of agreements made between TTCL and other Carriers/operators both national and international.
  8. To monitor changes for the routing plan in accordance to the market trend and advice Network group for implementation and feedback.
  9. To study the international route circuit occupancy and make routing changes in favor of improved grade of service and business focused.
  10. To verify outgoing and incoming statements to / from other International Administrations and National Operators for account settlements.
  11. To develop, build, manage, and/or enhance spreadsheets/reports that adequately portray key business metrics including records of international contact address database in order to simplify communications.
  12. To provide inputs (minutes & applicable rates) to Finance department as a guide to invoice Carriers for the traffic coming into our network

KEY ACCOUNTABILITY

To ensure TTCL Accounts with other administrations and Operators are managed effectively.

KEY    QUALIFICATIONS/EXPERIENCE/SKILLS

  • Degree in Business Administration or equivalent.
  • Good experience of international business.
  • Proven performance orientation
    • Excellent interpersonal and communication skills, combined with ability to foster dynamic teamwork.
    • Good Computer knowledge specifically in spreadsheet programs.
    • Advanced management skills with special focus on action-oriented problem solving.
