Twiga Bancorp Limited (TBCL) is a fast growing Non-Bank Financial Institution established under the Banking and Financial Institution Act (1991). The Institution has five Branches, two in Dar es Salaam and one each in Arusha, Dodoma and Mwanza.
The Institution also operates Sub -Branch activities at the Julius Nyerere International Airport, Nyerere Memorial Academy in Kigamboni, Dar es Salaam as well as a service outlet in Bunda, Mara Region. The Institution is in the process of managing changes by reengineering its organizational structure, introducing new products and reinforcing efficiency and professionalism in its operations. The bank has recently migrated to a state-of-the art banking software with the aim of improving it services and product offering.

JOB TITLE: DIRECTOR OF LEGAL, CREDIT AND
COMPLIANCE
APPOINTINGAUTHORITY: Board of Directors
RESPONSIBLE TO: Chief Executive Officer
ENTRY QUALIFICATIONS:
Bachelor's of Bachelor's Degree in Legal/Business or Banking with experience in Credit scoring System. He/she must have a minimum
of 10 years of banking experience in the fields of Legal/Credit and
Compliance 4 of which should be at a Senior Managerial level.
He/she must be an Advocate of the High Court of Tanzania with a thorough knowledge of credit-related laws.
DUTIES AND RESPONSIBILITIES
Advise the Bank on all legal, credit and compliance matters.
Ensure that the bank is legally and sufficiently protected against any claim and that all legal documentation are in order. and updated from time to time.
Advising the appropriateness, consistency, validity and enforceability of an collaterals.
Assisting in the implementation of the credit procedures by maintaining a tight control over all aspects of advance administration.
Actioning all identified credit control events and defaults, in order to reduce rate of non-performing loans.
Submitting annual returns and updating of Bank's records at BRELA.
Keep the Bank informed of new or changes in legislation.
Ensure that Bank is compliant with all regulatory and legal requirements.
To review credit policy and procedures and ensure observance of credit standards.
To review loan documentation ensuring adherence to loan covenants prior to sign off.
Ensure that all collateral and legal documentation in respect of banking facilities and advances granted are obtained.
Monitor the credit granting and updating process.
Advising the appropriateness, consistency, validity and enforceability of collaterals.
To monitor loan portfolio and ensure maintenance of high asset quality.
To provide guidance and leadership to recoveries' and securities units.
To supervise preparation of various credit reports for internal use and external use.
Secretariat to all credit committees.
Custodian of all securities for borrowing customers.
Ensure compliance with all policies and procedures relating to credit activities.
Oversees the implementation and management of the Loan
Risk Rating System.
Ensure the loan officers are properly trained and are accurately analyzing the risk in their portfolios. Convene and Chair- the
Risk Rating Review Committee.
Ensure that all pertinent operational and credit risks have been identified and appropriately assessed, along with established
controls and action plans to mitigate such risks.
Perform any other activities as may be assigned by the CEO.
JOB TITLE: DIRECTOR OF FINANCE AND PLANNING
(a) APPOINTING AUTHORITY: Board of Directors

ENTRY QUALIFICATIONS:
Holder of a Degree in Accounting, Finance, Public Administration,
Business Administration, Economics, or equivalent from a recognized Institution with Professional Accounting Certification i.e. CPA (T) or ACCA or ICMA from recognized professional
Institutions with not less than 5 years relevant working experience in Accounting & Finance in Banking, 4 of which should be at Senior Managerial level. Must have been registered by NBAA as authorized/certified Public Accountant.
DUTIES AND RESPONSIBILITIES
Heading the Finance and Planning Directorate.
Oversee the External Audit, review and analyze results and recommend for approval the Audited Financial Statements.
Consolidate the TBCL's Financial Budget and Cash Flow projections.
Ensure TBCL compliance with all the Financial reporting requirements
Consolidate the Institution's projected Financial Statements
Preparation of detailed monthly and quarterly Financial
Statements and sources and application of funds statements.
Custodianship and controller of the TBCL funds and physical resources.
Ensuring that accurate and comprehensive information pertaining to finance is promptly compiled and submitted as required by superiors.
Maintaining and controlling expenditure within the Approved Budget.
Develop and oversee the Internal Review function to ensure that finance and operations controls and policies are complied with in the provincial and field offices and ensure effective follow up processes are in place. .
Maintaining an up to date Bank's assets register.
Ensure the maintenance of all records pertaining to the
TBCL's accounts to facilitate the auditing of TBCL books by the Internal Auditors, External Auditors, and other relevant regulatory authorities.
To ensure timely payment of Creditors, Salaries and Statutory obligations and maintaining books of accounts on the basis of accounting principles.
Appraise staff performance in Finance, and Planning Directorate. .
Keep the Chief Executive Officer well informed about all
Financial and Accounting matters.
Performs any other duties as may be assigned by the CEO
Director Of ICT And Operations
RESPONSIBLE TO: Chief Executive Officer
ENTRY QUALIFICATIONS:
Holder of a Degree in Computer Science or Business Related
Subjects, Master's Degree in Business Administration or a CPA Holder.
Experience. A minimum of 5 years in Operations Management and at least 10 years of banking experience with at least 5 years of
People Management at senior level. Knowledge in Banking will be an added advantage
DUTIES AND RESPONSIBILITIES
Heading the Directorate of ICT and Operations
Take ownership of audit process (Audit preparations, Intra- audit & Post Audit Remediation) to ensure Audit targets set are achieved
Ensure all departments under Directorate of Operations adhere or comply with all Operations related policies and procedures through designing and implementing regular checks as part of the internal reviews and ensuring effective remediation of any gaps.
Work close with Directorate of Finance to ensure accounts classification and defined business rules are in place for each account allocated to Operations & IT.
Ensure accounts reconciliations and attestations are done and reported as per agreed frequency with Finance to avoid any risk.
Ensure NOSTRO, Central Bank, ATM/Cash & any other identified suspense accounts frequently used to process payments are closely monitored and exceptions receive utmost attention according to escalation matrix.
Ensure Operations & IT have sufficient resources including people and equipment to deliver on operational and customer commitments.
Put in place a proper capacity plan that will allow proper utilization and fair assessment of human resources available.
Manage annual planning and review of MTP, STP and
Revised Annual Forecast (RAF) budgets for the Operations &
IT including the setting ofMTP and STP Financial targets & standards and related measures and anticipated financial cost targets.
Ensure costs in Operations & IT are within the agreed budget or achieve a favourable budget variance
Ensure Treasury Operations and loan processing centres are well equipped, efficient and effective to provide desired services to the business functions
Supervise the role of Maintaining and updating the existing
Management Information Systems.
Supervise the role of Creating and maintenance of data base, system design and development.
Devise Security schemes for protection of data and information and supervising the updating of the Institution website.
Performs any other duties as may be assigned by CEO
