Brief Project Description:the focus will be on the implementation of the Annual Work plan 2015 on women's leadership and participation in decision-making at national and local levels. Key activities will concentrate on supporting the capacity building of stakeholders, the implementation of the parity law in Senegal for an effective participation of women. The programme will also support the Government and parliament, as well as local institutions to collect data and strategize for women's leadership and participation in decision making

Organizational Context:
UN Women, established by GA Resolution 64/289, and became operational on 01 January 2011,has its vision of a world where women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality.
The UN Women focus is in five thematic priorities:
- Expanding women's voices, leadership and participation;
- Ending violence against women;
- Strengthening the implementation of the women, peace and security agenda;
- Enhancing women's economic empowerment;
- Making gender equality priorities central to national, local and sectoral planning and budgeting at all levels.
Description of tasks: Under the direct supervision of the Senegal Programme coordinator,the Programme Specialist will undertake the following tasks:
Programme Management
- Support the Country program Coordinator in the formulation of Programme strategies and the management and implementation of the project on the implementation of the parity law.
- In coordination with the Partnership Manager, prepare progress reports and assist in the effective monitoring and evaluation of projects.
- Participate in training events and programme exchanges organized by UN WOMEN to develop his/her own management and monitoring capacities.
- Undertake any other duties as may be assigned by the Country program Coordinator.Research and publication
- Support the gathering of relevant information on women's leadership and political participation in Senegal, particularly at national and local level
- Help with preparation and monitoring of pieces of research on women's leadership and political participation in Senegal at national and local levels.
- Facilitate knowledge building and sharing, particularly the preparation of publications, policy papers and case studies in the area of women's leadership and political participation
- Strategic partnerships and Liaison
- Support communication and partnership-building for the Country Programme; this includes participating in field visits to prospective grassroots partners involved in promoting gender issues and women's rights.
- Work closely with stakeholders and civil society partners on implementation issues as well as joint effort to raise funds for the Senegal programme.
- Participate actively in technical meetings when required.
- Liaise and maintain close working relationship with key stakeholders.
Results/Expected Output:
The overall result of this assignment is improved quality of UN WOMEN's Senegal Programme. This means:
- The fulfillment of the Country programme commitments to partners in the area of on women's leadership and political participation, and enhanced implementation and delivery of results of the UN WOMEN Senegal work plan in the area of implementation of project on the implementation of the parity law; to which the incumbent would have contributed.
- Progress towards development in the specific area of assignment. This will be captured through a final statement of achievements during the assignment, such as reporting on activities participated in and capacities developed.
**Qualifications/Requirements:*****Education and Experience***
- A Master's degree in political science, social science, international relations, law, public administration, development economics, gender or other relevant area.
- Knowledge of civil society and democratic governance.
- Proven ability to work in the area of women's leadership and political participation and GBV, with some experience in gender mainstreaming preferred.
- Easy contact with government departments, international organizations and civil society organizations.***Core Competencies
- Strong analytical and report writing skills.
- Excellent communication and presentation skills.
- Computer proficiency.
- Fluency in written and spoken French and English.
- Ability to work with minimum supervision and in a multicultural setting.
