Programme Officer, Head of the Resilience Unit
Background
The World Food Programme (WFP) country office in Nepal has about 150 employees divided in four offices and operations amounting to approximately US$40 million a year. WFP in Nepal intervenes both operationally and analytically in a variety of sectors through food and nutrition security assistance; these sectors include nutrition, education, resilience and, emergency preparedness and response.
Description
The Head of the Resilience Unit, reporting directly to the Deputy Country Director, is expected to enhance WFP's resilience-related activities in Nepal in order to make them more cost efficient, sustainable and effective, in line with the Zero Hunger framework and the Government's priorities and plans (such as the Agricultural Development Strategy, the Multisectoral Nutrition Plan, etc.).
In particular, the selected candidate should focus on three areas: 1) Project design and management; 2) Resources management, 3) any other duty.
  1. Manage projects:
The person will be responsible for the overall development, management and implementation of resilience-building projects including: 1) Livelihood and Community Asset Creation and Rural Community Infrastructure Work and; the related capacity development activities for the government; 2) the Emergency Response cash-for-community assets activities for the flood-affected people in the mid-western region.
More specifically:
a) Design: refine strategic approach, prepare project documents/ concept notes/proposals aligning with the government's policies and strategies as well as under the WFP's corporate framework and policies; assist the government to develop resilience-building activities as tools to reach zero hunger, and seek partnership.
b) Coordination: coordinate with the other WFP units (Logistics, Admin/finance etc...) and other Programme functions (nutrition, education, VAM, M&E, etc.), Sub-Offices, NGOs, INGOs, the government and other key stakeholders, for the planning, implementation, monitoring and evaluation of relevant programme activities.
c) Implementation: provide continuing liaison with the government on programme execution, handling of food and/or cash, transport and distribution; ensure compliance with the WFP's policies, criteria, guidelines and procedures; oversee preparation and dissemination of timely analytical and critical reports including monitoring and evaluation reports.
2. Manage resources
The person will be responsible for managing funds and human resources that work under the resilience unit. More specifically:
a) Fundraising: assist the Country Director and Deputy Country Director in raising funds; prepare funding proposals, meet donors, and support CD and DCD as needed;
b) Staff Management: supervise programme staff under the resilience unit; assess training needs of the staff and provide timely opportunity to develop their skills and capacity; provide clear guidance and advices in their work.
c) Funds Management: ensure available funds are well planned, prioritised, monitored and fully utilised, in line with the plans (Programme of Work, Work Plan, FLAs and/or MoU).
3. Perform other related duties as required.
Requirements
Candidates should have: a) at least five years of professional experience with managerial responsibilities in: Community Development, Rural Development, Resilience Building, Agriculture Extension and Value Chains, Employment-based safety nets, or other related field involving development of community-led works projects; b) an advanced degree in development studies, economics, agriculture economics, social sciences; c) strong analytical capacities; d) excellent teamwork abilities as well as aptitude to meet tight deadlines; e) excellent writing skills f) and demonstrated ability to develop and maintain effective work relationships with government counterparts, donors, UN agencies and NGOs/INGOs.
