Who we are:
Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide.  In Tanzania Oxfam works with more than 46 civil society organisations in Shinyanga, Simiyu, Geita, Mwanza, Dodoma, Morogoro, Tanga, Lindi, Iringa, Mtwara, Kagera, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2011/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods), Gender Justice – equality for women ending violence against women and to promote women's leadership and economic empowerment and Social Justice centred in active citizenship and effective governance for quality essential services.

We are currently looking for a dynamic and knowledgeable Programme Officer-Fahamu, Ongea Sikilizwa Project to enhance the impact of our work in Tanzania.

Roles and Responsibilities:
In this role you will report to the Programme Manager Governance and you will be responsible for the following:

To build an effective Monitoring plan which will provide opportunity to closely monitor  implementation of the Fahamu, Ongea, Sikilizwa project.
To ensuring that baseline, Annual, midterm and end of the project reports are submitted in time and disseminated to stakeholders.
Conceptualize, organize and participate in qualitative and quantitative research and surveys (including baseline, midterm and final evaluation and special studies).
Collect, and share best practices and lessons learned from the project
To provide  Consortium members with information on progress against indicators, evidence of achievements and gaps.
Develop and manage programme database, compile and analyse project report and evaluate them against work plan, project objective, indicators and the budget for strategic planning.
Collaborate with Communication team in identification and dissemination of best practices and lesson learned by consortium members through social media.
Support consortium members to produce, analyze, disseminate and use disaggregated data and to integrate these data into planning processes.
Ensures that all reports and relevant documents are uploaded in the national and  global databases and platforms

Demonstrable knowledge of crosscutting issues such as gender and HIV in relation to governance.
Promote information sharing and learning between programmes and regions;
As a member of the programme team, collaborate effectively with other programmes and programme coordinators/ managers across Oxfam, sharing experiences and developing overall competence to improve Oxfam's ability to change policy and practice in Tanzania and the region;
Keeping Consortium members  up-to-date with interesting and necessary information from Oxfam and from other sources


Skills and Competencies:
A candidate envisaged for this role will have:

Bachelor Degree in Social Sciences, Economics or Business Administration, with Monitoring, evaluation and learning experiences. Postgraduate degree will be added advantage.
At least 3 years professional experience in working with communities in documentation of lessons and best practices.
Solid understanding of and practical experience of project cycle management including results based management.
Awareness on election system in Tanzania and constitution review processes updates.
Practical programming and strategic planning experience
Proficiency in current office software
Fluent in English and Kiswahili.
Strong analytical and strategic thinking and a commitment to results.
Excellent team working skills, with the ability to build good relationship both internally and externally.
Available for travel frequently
Demonstrated ability to work harmoniously with persons of different backgrounds/high interpersonal skills required.
