MOFED Tanzania Limited is a dedicated and focused Freight and Forwarding service provider wholly owned by the Government of the Republic of Zambia under the Ministry of Transport, Works, Supply and Communications in Lusaka, Zambia. It is based in the Kurasini Area next to the Dock Yard at the port of Dar es Salaam.

MOFED Tanzania Limited is hereby inviting applications from suitably qualified candidates to fill the following vacancy:-
POSITION: HUMAN RESOURCE OFFICER

Department: Human Resources
Reporting Line: Chief Executive Officer

PURPOSE OF THE JOB:
Responsible for providing advice on all Human Resources related activities to The Chief Executive Officer. Further the officer is also responsible for providing support in various human resource functions, which include recruitment, conditions of employment, salary and wages administration, manpower planning training and development, performance monitoring and employee counseling.
Responsible for providing advice and assistance to heads of departments, supervisors and staff information related to training needs and opportunities, job descriptions, performance reviews and human resource policies of the Company.

KEY RESULT AREA
PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)
Co ordination of staff recruitment and selection process.
·         Provides advice and assistance to Head of Departments on staff recruitment
·         Develops job descriptions and person specifications, prepares job advertisements, checking application forms, short listing, interviewing and selecting candidates
·         Conducts reference checks on possible candidates
·         Prepare offer letter and contracts to all successful candidates
·         Informs unsuccessful candidates
·         Ensures that recruitment is done in line with the approved establishment and budget.
·         Conducts orientation to newly recruited staff.
Staff salary and benefits administration






Development of Human Resource Policies and Compliance
·         Plays a key role in administering of payroll and maintains proper records of employee's benefits.
·         Ensures that approved salary and benefits are provided in the Company approved annual budget
·         Provides advice and assistance to staff and management on pay and other remuneration issues including promotion and benefits
·         Undertakes regular reviews.
·         Assists in elaboration policy issues which are not clear to staff,

·         Develops and implements policies on human resource issues such as working conditions, equal opportunities, staff recruitment, performance management, disciplinary procedures and absence management.
·         Works closely with various departments, increasingly in consultancy role, assisting supervisors and Head of Departments to understand and implement policies and procedures
·         Assists with the development, consultation, review and implementation of policies and procedures in line with the Employment and Labour Relations Act and best practice methods.
·         Ensures that employment practices are fair, legal and in accordance with the Employment and Labour Relations Act.
Staff  Employment Records
·         Ensures that employee file contain job related information such as application for employment, offer letter or contract, job descriptions, and persona records are in the file.
·         Makes necessary rectifications and orderly to all personal files.
·         Administers employment agreements
·         Maintains staff leave records
Staff Attendance at work
·         Monitors daily staff attendance and records staff absences
·         Provides basic counseling to staff as a measure to resolve attendance difficulties.
·         Provides advice and recommendations on disciplinary action to be taken.
Proper guidance of disciplinary related issues
·         Provides direct advice and support on all matters relating to employee improvement and discipline.
·         Leads on grievance and disciplinary investigations where necessary including preparation and collation of documentation and correspondence, presenting or supporting Supervisors and Head of Departments of cases at disciplinary hearing.
·         Provides timely and accurate analysis of management information to inform decision making processes.
·         Ensures consistency of approach and correct application of employment legislation, and local agreements and conditions of service.
·         Interprets and advising management on employment law.
·         Provides advice and recommendations to management on disciplinary actions
Co ordination of Staff Performance and Performance Appraisals
·         Participates in a performance management review and development meeting and undertake a plan of training where necessary.
·         Advocates for employees involvement in their jobs effectively.
·         Trains employees on appraisal process.
·         Reviews of job descriptions.
Industrial Relations related issues
·         As a link between management and workers ensures that good working relations is maintained all the time.
·         Liaises with Trade Union Representatives on a wide range of employment issues including attendance at consultative meetings as required.
·         Negotiates with staff and Trade Union Representatives on issues relating to pay and employment conditions.
Manpower Planning

·         Carries workforce planning aiming at matching human resource with business need expressed in planned activities levels based on getting and keeping numbers and quantity of staff needed.
·         Develops flexible work arrangement to improve productivity.
Training and Human Resource Development
·         Identifies training needs in liaison with departmental heads.
·         Develops a comprehensive training Program in line with the approved budget
·         Searches training opportunities from various Training Institutions within the country and overseas complying with Policies and Procedures.

·         Perform any other related duties as required.

Minimum Vocational/ Professional Qualifications
   Bachelor Degree in Human Resources or its equivalent

Minimum Qualification and Work Experience
·         At least 4 years employment experience in human resource related role, of which 3 years at   management level.
·         Detailed knowledge and understanding of Human Resource Policies and Procedures including Employment Legislation.
·         Enterprising personality with the ability to develop policies and procedures
·         Computer literate in Microsoft word, excel, internet and e-mail.
·         Team Player
·         Must be a member of a recognized and relevant professional association.
·         Must be a self starter and requires no micro management.
