Who we are
Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam is working in Shinyanga, Simiyu, Geita, Mwanza, Dodoma, Morogoro, Tanga, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2010/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods),Gender Justice – equality for women and Social Justice centred in active citizenship and effective governance for quality essential services. Gender justice change goal aims at ending violence against women and to promote women's leadership and economic empowerment.
We are currently looking for a dynamic and knowledgeable Head of Programmes to enhance the impact of our work in Tanzania
Roles and Respinsibilities
In this role you will report to the OI Country Director and you will be responsible for the following:
- Leads the coordination, linkages and synergies within and between the long-term development programmes with policy and advocacy in a manner that adheres to the one-programme-approach
- Engages in networking and contributes to representing Oxfam programme at different fora as may be delegated by the OI CD.
- Develops good working relationships within Oxfam in and outside Tanzania, with donors, CSOs, government authorities and other agencies, being proactive in ensuring that Oxfam develops and maintains a positive profile.
- Works closely with the OI Country Director and deputises for the OI Country Director as necessary. Provides quality technical and managerial leadership to the Economic Justice, Social Justice and Gender Justice programmes, working closely with the Programme Quality Team.
- Ensures that programme plans and budgets are in place, that costs are kept within budgets, and that Programme Coordinators/ Line staff provide regular high quality reports (including technical, financial, logistics and HR) for management, M&E and accountability purposes.
- Ensures effective contract management by Programme Coordinators / Line staff; timely high quality donor reports
- Provides strategic technical leadership in the fields of the Economic Justice, Social Justice and Gender Justice programmes,
- With the support of the Programme Quality Coordinator, provides guidance to Programme Coordinators/ Line staff in operational planning, monitoring, analysis and assessment of programme quality issues, and periodic reporting
- In close collaboration with the Funding Coordinator, supports the OI Country Director in identifying and utilising opportunities for fundraising by preparing and presenting funding request to donors in collaboration with the programme teams.
- Ensures donor grant management requirements are met. Develops and maintains a healthy environment for the team, coordinating timely discussions on strategic programming issue; ensure staff members reflect the institutional character in their relationships with partner organizations and other stakeholders.
- Ensures excellent people management and development of staff managed, in accordance with Oxfam's performance management cycle and policies on development of staff, particularly national staff capacity- building and succession plans.
- Performance manages direct reports effectively and within Oxfam's policy parameters, delegating authority where appropriate and ensuring that staff are given opportunities for development and training as discussed and agreed.
Skills and Competencies
A candidate envisaged for this role will have:
- Post graduate degree in international development, sustainable livelihoods, humanitarian, programme management or related disciplines.
- A minimum of 7 years' demonstrable experience in leading development and humanitarian programmes in one or more challenging contexts in developing countries.
- Proven experience in building, managing and leading large and diverse teams.
- Good understanding of development issues in general with significant knowledge and experience in one of the fields of: (a) sustainable livelihoods or, (b) governance and gender justice
- Evidence of strategic analysis, review and development of strategies.
- Analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework
- Strong understanding of humanitarian principles and how it is applied in emergency contexts, based on experience from different countries
- Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam's work.
- Ability to work with others to transform vision into strategy and communicating and influencing this to a wider audience. Substantial experience in managing resources and external relationships
- Ability to work independently when necessary and at times with minimal supervision
- Fluency in written and spoken English
