Communication Officer - Belgian development agency, BTC
The Belgian development agency, BTC, mobilises its resources and its expertise to eliminate poverty in the world. BTC contributes to the efforts of the international community and works towards a society that provides present and future generations with sufficient resources to build a sustainable and fair world.

BTC is active in Rwanda since 2000. It implements projects as defined in the successive Cooperation Programmes agreed between the Government of Rwanda and the Government of Belgium.

Currently, BTC is implementing a four-year cooperation programme (2011 — 2014) with a total budget of about 150 Million Euros for priority sectors of development of Rwanda, such as health, rural energy and decentralization.
To strengthen its team, BTC Representation is recruiting the following position:

Position: Communication Officer
Place of work: BTC Representation Office in Kigali
 Contract period: Open ended
Starting date: February 2015
 
Context of the Function:
 
He/she works for BTC, under direct supervision of the Resident Representative of BTC in Rwanda, and in very close collaboration with colleagues and stakeholders. This function requires a high degree of interpersonal skills.
KEY ROLES AND RESPONSIBILITIES
 External communication
  • Develop and implement, with the Resident Representative and the Communication department in BTC HQ in Brussels, the communication plan of the Representation
  • Draw up the evaluation of the communication activities of the Representation
  • Make sure that every new project has a presentation flyer, publish it on the website and have it updated if necessary
  • Contribute to the editing of the Country brochure (with every new cooperation programme — 4 years)
  • Contribute to the website's content according to the planning as agreed upon with Communication department in HQ (updating country page, writing and editing articles, case studies, photo reports, video...)
  • Ensure that the BTC visual identity is correctly applied (corporate house style) and manage the production of visibility materials (roll ups, banners, etc for the Representation)
  • Answer requests for information; distribute publications and flyers, calendars...
  • Act as communication focal point between BTC representation and the Belgian Embassy
  • Assist projects with communication activities and contribute to the organization of events (upon request)
  • Manage contacts with the local media (in agreement with the Resident Representative)
  • Organize at least once a year an event for the stakeholders (and present the Annual report, Impact, other publications...)
  • Assess the opportunity to develop a presence in the social media (in agreement with HQ communication unit)
  • Collect and present strategic information on the concentration sectors where BTC is involved (budget, partners, stakeholders, etc.)
  • Collect and present overall information about Rwanda, to be included in general communication
Internal communication
  • Ensure communication flow between projects and representation and HQ
  • Distribute the representation and the projects' communication material to HQ (photos, videos, publications)
  • Update photo database
  • Manage internal newsletter or assess the opportunity to create one
  • Organize at least once a year a teambuilding 'Global event' with HQ
  • Create a contacts database of communication service providers (graphical designers, journalists, photographers, printers...)
  • Act as the HIV and Gender focal point at the representation, responsible for the implementation of the related policies and the follow-up of the concerned action plans.
Networking
  • Distribute good practices and lessons learned as regards communication through the SPOC network and other development partners
  • Manage and update the 'Contacts' file of the Representation
PROFILE
  • Degree and Experience
  • University degree in business Administration with orientation in Marketing Management, Communication, or journalism
  • Rwandan Nationality
  • Minimum of 2 years of experience in communication/journalism
  • Proven experience with working in the local media landscape is an asset
  • Proven experience in the drafting of articles in print and electronic media is an asset
  • Experience in and knowledge of corporate communications is an asset
  • Knowledge of project cycle and logical framework is an asset;
  • Proficient in English and French and Kinyarwanda
Technical skills
  • Ability to draft articles of press, press releases, speeches
  • Ability to write and translate a professional text in French, English and Kinyarwanda
  • Ability to establish public relations
  • Very good knowledge of MS Office (Word, Excel, PowerPoint) and practical knowledge of the Internet and web design
  • Good analysis and information processing capabilities
Attitude
  • Proactive, innovative and creative (e.g. be able to reflect on the improvement of the internal and external communication to capitalize experiences and "lessons learnt")
  • Able to work under time pressure with no objection to undertake field missions.
  • Capacity to work in a multicultural context
  • Ability to work independently to produce expected results
