A. BACKGROUND
Around the world, individuals and communities are undertaking to migrate regularly or irregularly, to improve their income and improve their standard of living. The experience has had IOM assistant irregular migrants stranded in West Africa has shown that in countries of origin, individuals are often deceived by smugglers who make false promises. Unscrupulous smuggling networks are often the cause of these actions. Migrant smuggling is a very important source of income for organized crime networks. They attack their victims by requiring large sums of money and organizing dangerous journeys, sometimes abandoning some migrants on the road.
The factors driving migration are complex; political instability, ethnic, socio-econiques difficult conditions, climate change etc. Vulnerable migrants who migrate to West Africa, those of them who are stranded in the region, smugglers and criminal organizations pose a growing challenge to governments in the region in terms of migration management.
During their irregular migration, migrants are sometimes subject to economic exploitation, physical and psychological abuse; arbitrary arrests; situation extremely precarious; deplorable health conditions, and sometimes even die along the way. Vulnerabilities show the need for a robust system of identification and management in West Africa. However, lack of resources or lack of knowledge about the extent of trafficking of migrants in the region, no support mechanism is implemented. The strict definition and categorization of migrants (victims of trafficking, victims of trafficking, unaccompanied minors etc.), despite being legally relevant, do not realize the variety of circumstances in which migrants are in Africa West; a region with free movement (in the ECOWAS countries), internal and regional travel and irregular migration from outside the area. Specific data and analysis on the smuggling of migrants lacking in West and Central Africa.
As part of its efforts to better know the extent and nature of irregular migration and trafficking in migrants, IOM wishes to conduct an evaluation that aims to study the extent of the phenomenon, the current level of knowledge of the actors, government actions implemented, which aims to make recommendations for future interventions in the management of migration.
The evaluation will be used to inform and guide policy and programmatic interventions. It will aim to help governments to develop a comprehensive response to smuggling networks. The results will also be broadcast in the ECOWAS region through the project Free Movement of Persons and Migration (FMM) West Africa, which support data management actions on migration, border management, labor migration and fight against human trafficking in West Africa. C. FRAMEWORK OF RESEARCH
As part of the project "Global Support for Irregular Migrants" funded by the Government of Canada, under the general direction of the Head of Mission in Accra, in coordination with the focal point in Guinea Conakry and the Draft load Ghana and under the direct supervision of the International Researcher, National Researcher will be responsible for the following:
Produce an analysis report on the smuggling of migrants in Guinea Conakry. The researcher will base its work on field visits to conduct interviews with government officials, international organizations, non-governmental organizations and others working in the field of trafficking in persons and smuggling of migrants (for eg police, control units against trafficking, immigration officers or borders, social and medical services etc). The National Research will follow and implement in Guinea Conakry methodology developed by the International Research and submit a report, a first version first, then a final version.
The researcher will attend at least three meetings with the International Researcher and Project Manager or the Focal Point to (a) deeming the methodology produced by the International Research and advise on the national context (b) inform on progress and results achieved (c) present the results. These meetings will be conducted through conference calls. The report, written in French, it must include -without limiter- the following:
  • Identification of vulnerability factors, profile of migrant victims of trafficking, while including gender aspects;
  • Evaluation of migration routes (including countries or regions of origin, transit and destination), and methods of cross-border transport smugglers;
  • Identification of coercive methods used in the exploitation of victims, and if available, the list of cases of violations of human rights among trafficking victims identified by authorities.
  • Evaluation of government tools and existing actions to prevent the smuggling of migrants; and identification of gaps in areas where strengthening institutions should be required;
  • Assessment of current assistance to irregular migrants; unaccompanied minors and victims of trafficking by government agencies, and non-governmental inttergouvermentales; and identification of gaps for which support is needed;
  • Evaluation of areas against trafficking of action would be necessary.
D. RESULTS AND CALENDAR
The following results are expected from the consultant:
  1. Assimilates and follows the methodology developed by the International Research;
  2. Conducted a minimum of 20 individual and group interviews with government organizations, and non-governmental intergouvermentales and, if relevant, with migrants or communities. (Before 20 January 2015).
  3. Submits a draft report to the International Researcher (before January 30th 2015). The report should be written in French.
  4. Review the report on the basis of comments received by the international researcher and submit the final report (before 6 February)
QUALIFICATIONS AND EXPERIENCE F.
The candidate should have the following qualifications and experience:
  • Graduate-level degree in political science, law, international relations and social sciences;
  • Three years of professional experience in the field of migration, migrants of law, human trafficking or smuggling of migrants; preferably including field experience in Africa;
  • Experience in conducting quantitative and qualitative research in the areas of irregular migration, human trafficking, smuggling of migrants, human rights, mixed migration, international organized crime, or similar areas; and experience in the development of research tools, especially among the target group in West and Central Africa.
  • Cultural awareness and sensitivity to gender issues, knows guarantee confidentiality and discretion in cases of victims of trafficking or trafficking. The researcher will be held at the IOM regulations on confidentiality and ethics.
  • Ability to work independently with minimal supervision, in the course of time and difficult circumstances;
  • Perfect mastery of the Pack MS Office (Word, Excel, Outlook, PowerPoint, etc.); and
  • Excellent communication skills, verbal and written in French. A good command of English would be an advantage.
