Project Coordinator - Iraq
Dorcas is a Christian relief and development organisation active in Eastern Europe, Africa and around the world in disaster situations. Dorcas is committed to take care of the poor and oppressed irrespective of race, religion, gender or political conviction, by encouraging self-reliance through development, providing social care and assisting in emergency situations. Since mid-2014, Dorcas has been active in Iraq to support refugees and IDPs. Dorcas started a new project to support IDPs in Northern Iraq in the sectors of non-food items, shelter and water, sanitation and hygiene (WASH). To implement, monitor, coordinate and report on this project and future projects of Dorcas in Iraq, Dorcas is looking for an experienced: 

Project Coordinator
Employment: 1.0 FTE
To be stationed in Duhok, Iraq
Duration: 1 year contract, with possibility of renewal (dependent on funding availability)
The Project Coordinator is responsible for the overall field implementation of the Dorcas Aid Iraq Emergency Programme. This includes the activities implemented by Dorcas Aid Iraq directly and potentially by local partners in the future. The Project Coordinator will give leadership to the Dorcas programme staffs, which, depending on the size of the programme can include social workers and one or more project officers and/or assistants. The Project Coordinator is part of the management team and accountable to the Country Representative.
Main tasks
1. Oversee and monitor the implementation of projects directly implemented (or co-implemented) by Dorcas Iraq
* Implement projects according to the project proposal, cluster standards and general humanitarian quality standards.
* Making sure that the project is implemented according to the set budget and monitor bookings and spending of the project on a regular basis. 
* Ensuring that the activities are implemented within the planned time frame and obstacles that can cause delay are solved.
* Ensure and measure planned results are achieved and are of good quality.
* Give leadership to the project team and potential partner staffs that co-implement with Dorcas Iraq.
2. Develop project proposals / fundraising
* Developing project proposals according to donor standards and preferences for further expansion of the response programme of Dorcas Iraq.
* Familiarity with developing log frames, activity plans, budgets and cash flow planning (in close cooperation with the finance and administration coordinator).
3. Reporting
* Ensure submission of quality reports by project staffs and partners on a regular basis.
* Check consistency and accuracy of reports of project staffs and partners.
* Compile all reports into one overall report to submit to Dorcas headquarters in the Netherlands and / or local donors.
4. Representation of Dorcas in external meetings, especially UN and NGO coordination meetings
5. Capacity building of potential local partner organizations and project staffs
6. Any other task the Country Representative requests
Job requirements
* Excellent command of English in both speech and writing; Kurdish and / or Arabic in speech.
* Minimum of 5 years of experience in humanitarian aid, preferably in an international or large local non-governmental organization (INGO).
* Technical expertise and practical experience in the areas of shelter, WASH and NFI distributions or another sector within humanitarian aid is strongly preferred.
* BSc or MA degree in humanitarian aid and/or rural development or related field.
* Knowledge of project cycle management
* Communication skills both verbally and in writing;
* Experience in proposal writing;
* Planning, monitoring and evaluation skills;
* Being able to manage and give leadership to a team of staffs, training and coaching skills;
* Pro-active and hands-on attitude and ability to improvise;
* Knowledge of community mobilization and a participatory approach in humanitarian aid;
* Knowledge of the UN cluster coordination system in Iraq is a pre-requisite;
* Knowledge of cultural differences in working and negotiating;
* Adherence to the mission and vision of Dorcas;
* Immediate availability;
