Finance and Administration Coordinator - Iraq
Dorcas is a Christian relief and development organisation active in Eastern Europe, Africa and around the world in disaster situations. Dorcas is committed to take care of the poor and oppressed irrespective of race, religion, gender or political conviction, by encouraging self-reliance through development, providing social care and assisting in emergency situations. Since mid-2014, Dorcas has been active in Iraq to support refugees and IDPs. Dorcas started a new project to support IDPs in Northern Iraq in the sectors of non-food items, shelter and water, sanitation and hygiene (WASH). To implement, monitor, coordinate and report on this project and future projects of Dorcas in Iraq, Dorcas is looking for an experienced: 

Finance and Administration Coordinator
Employment: 1,0 FTE
To be stationed in Duhok, Iraq
Duration: 1 year contract, with possibility of renewal (dependent on funding availability)
The Finance and Administration Coordinator is responsible for the overall financial, procurement, logistical, HR and office administration of Dorcas Iraq. The coordinator manages finance/administration-related and support staff. The Finance and Administration Coordinator is part of the management team and accountable to the Country Representative.
Main tasks
1. Financial administration
* Handles requests for money and receipts
* Issues checks and reconciling expenses for staff members
* Maintains books, invoices, expenses, income, funds for the projects in three different bookkeeping systems (HQ, different institutional funds and local registered NGO)
* Calculates and administers taxes
* Issues payment checks for monthly salaries
* Writes and maintains financial policies
2. Budgeting, monitoring and reporting of Dorcas Iraq
* Maintains the annual budget of the field office
* Prepares project budgets in cooperation with the project coordinator
* Monitors the correct use of project budgets
* Prepares monthly financial statements of project expenditures and forecasts for the donor, the field office and HQ
* Submits trimester overviews of the projects and discusses bottlenecks with the relevant project coordinator
* Prepares annual financial reports for the field office and the projects
3. Procurement and logistical management
* Oversee and document the procurement of all items needed for the projects and the office, according to procurement procedures
* Stock and warehouse management
* Vehicle management
* Daily planning of movements of goods and staff
4. HR, IT and Office Management
* Make sure that all office-related tasks are executed
* Office supplies
* Inventory administration
* IT management, supported by IT officer
* Maintain staff files, and ensure compliance with government HR regulations
* Salary administration
5. Any other task the Country Representative requests
Note: With potential growth of the portfolio, the Finance and Administration Coordinator will also be responsible for supervising staff in the finance/administration/support team as well as for monitoring the financial management of potential local partners.
Job requirements
* Accountancy degree / BSc degree in financial management
* At least 3 years of experience in the NGO sector and/ or experience with financial monitoring of multiple projects that run simultaneously
* Fluent spoken and written command of English and Arabic or Kurdish
* Excellent Excel skills, communication and leadership skills
* Planning and time management skills
* Immediate availability
