Job Description
Position Objective: To support the Monitoring and Evaluation Officer in the development and of monitoring and evaluation systems and tools, including tools for data collection, analysis, verification and reporting, in collaboration with program staff and relevant stakeholders. To train and build capacity of program staff and stakeholders to implement M&E activities and integrate timely and accurate project data to enhance program planning and decision making.  Specifically, this position will be responsible for supporting PCI Tanzania's Mobenzi-based mobile data collection and analysis platform.
  • Support the M&E Officer to develop program level monitoring and evaluation plans, in accordance with the program design and implementation plan, including approved indicators and targets, Results Framework, IPTT, PMEP, data collection tools and modalities, project databases, M&E training plan, and feedback and reporting mechanisms
  • Support and oversee data collection, analysis and management, with particular support to PCI Tanzania's mobile data collection platform (Mobenzi Researcher)
  • Provide ongoing technical assistance and implement quality assurance methods including periodic data quality verification exercises
  • Monitor and analyze project progress, achievements, and challenges regularly, and provide feedback and regular updates to program team and country management
  • Support the design and implementation of baseline assessment, mid-term and final evaluations, and operations research as applicable and appropriate
  • Maintain current technical knowledge and best practices
Required Experience
  • Bachelor's degree in related field, and/or other relevant technical training
  • 1-3 years experience in monitoring and evaluation of multi-sectoral development programming.
  • Strong understanding and up-to-date technical knowledge of best practices in monitoring and evaluation.  Knowledge and experience in mobile phone technology platforms preferred.
  • Excellent project management skills, and ability to work independently and meet deadlines; Strong computer skills (MS Office);
  • Excellent English skills (verbal and written)
