ARRANGEMENTS FOR SKILLS DEVELOPMENT IN TANZANIA

This request for expression of interest follows the General Procurement Notice for the project that appeared in UNDB issue no 751 of 31st May, 2009, and advertisement by the Ministry of Education and Vocational Training (MoEVT) in local Newspaper Daily News and East African Business Week;
The Government of Tanzania has received a Credit from the International Development Association (IDA) towards the cost of the Science and Technology Higher Education Project Additional Financing (STHEP-AF) and intends to apply part of the funds to cover eligible payments under the contract for provision of Consultancy Study on Financing Mechanisms and their Institutional Arrangements For Skills Development in Tanzania;.
STHEP AF project objective being addressed by this consultancy is to lay the foundations for improved responsiveness of tertiary and vocational education to the labour market. With a relatively low-skilled population and pressure from a new generation of job seekers for employment, and, at the same time, a high demand for skills in growth sectors, Tanzania needs to develop a broad range of skills and competencies. A strategy and operational plan to develop human capital and skills for priority growth sectors, from the technical/vocationallevel to higher education, needs to start with assessment of financing mechanisms. Therefore proposed Consultancy would provide the required analysis for sustainable financing of middle level skills development in Tanzania.
Interested consultants must provide information indicating that they are qualified to perform the assignment by submitting their profile which they indicate they possess the following qualifications and experience;
A minimum a Master Degree in Economics, Public Finance, or any other with relevant specialization in Educational Financing. A Ph.D. in these fields would be an added advantage.
At least 5 years relevant professional experience.,in education financing, skills and labour markets development, vocational training management or similar (at least, 2 studies in the field);
In-depth knowledge on Tanzania economy, technical and vocational education and on-going reforms, in particular, strengthening of technical and vocational education
Ability to work independently and organize stakeholders meetings
International (third world) experience in assessing financing of skills development will be an added advantage; and
Fluency in English and report writing skills
