The Government of the United Republic of Tanzania (GoT) has received a technical assistance credit from the World Bank, and a grant from the Canadian Department of Foreign Affairs, Trade and Development (DFATD) towards the cost for implementation of the Energy Sector Capacity Building Project (ESCBP) and intends to apply part of the proceeds of this credit for eligible payments under the contract for Consultancy Services for provision of Legal Advisory Services to the Natural Gas Division.
2. The services include among others the following tasks:
a) Development of Legal Regulatory Tools;
b) Conducting Studies and Review of documents; and
c) Provision of capacity building and training.
3. The Energy and Water Utilities Regulatory Authority (EWURA) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: description of similar assignments, experience in similar conditions, availability of appropriate skills among staff. Consultants may associate to enhance their qualifications.
4. The Consultant will be selected in accordance with the Procedures set out in the World Bank's Guidelines - Selections and Employment of Consultants under IBRD Loans and IDA Credits and Grants by the World Bank Borrowers dated January 2011.
5. Consultant will be selected in accordance with the Consultants' Qualifications (CQS) Selection method set out in the Consultant Guidelines.

The Expressions of Interest will be opened in public and in the presence of consultants' representatives who choose to attend the Board

Electronic, faxed and late submissions of Expressions of Interest shall not be considered for evaluation irrespective of the circumstances
