Research Fellow National Deep Decarbonization Pathways
With the COP21 in Paris in 2015, IDDRI will be deeply involved in the non-official intellectual and political preparation of the climate negotiations. In this context, IDDRI is looking for a highly motivated and qualified person to contribute to its project "Deep Decarbonization Pathways (DDP)". The ambition of this project is to develop a pole of expertise at IDDRI and an international platform for cooperation and dialogue on the development of low-carbon scenarios and policies in the major economies, and to feed these into the 2015 negotiations.
The DDP project (DDPP) aims to produce deep decarbonization pathways for 15 developed and emerging countries (Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Japan, Mexico, Russia, South Africa, South Korea, United Kingdom, USA) that would serve as a basis for the implementation of low-carbon policies. The results of the DDPP has already fed into the 2014 World Leaders Climate Summit and will feed into the 2015 Conference of the Parties (COP) of the United Framework Convention on Climate Change (UNFCCC). The DDPP also aims to create an ongoing global network of experts, businesses and policy makers to facilitate learning and contribute to problem solving on the implementation of low-carbon policies post-2015. The DDPP was launched in October 2013 and delivered its first interim report to UN Secretary General Ban Ki-moon on July 8th and to French Ministry of Foreign Affairs Laurent Fabius on July 10th, and presented at the Climate Summit on September 23rd. The second phase of the project will start in September 2014 with the objective to deliver a full report to the French Presidency of COP21 in June 2015.
Under the supervision of the Project Manager of the DDPP and of the Director of the Climate Programme, the successful candidate will:
• Liaise with the research institutions preparing the national deep decarbonization pathways under the DDPP to reach agreement on deliverables, assess the quality of outputs, identify & address technical problems as they emerge, oversee the timely delivery of materials to participants, and manage project timelines and deliverables;
• Organise workshops and conferences;
• Support the Project Manager in the production of the interim and synthesis reports of the DDPP and in their dissemination;
• Publish and coordinate the publication of policy-relevant papers and scientific articles;
• Synthesize and diffuse the results of the exercises to a diverse range of non-technical and political stakeholders;
• Build partnerships with other organisations (e.g. businesses, governments) to ensure maximum impact for the project;
• Work on a plan to turn the DDPP into an ongoing global network of experts, businesses and policy makers to facilitate learning and contribute to problem solving on the implementation of low-carbon policies post-2015.
Requirements
The successful candidate should:
• Hold a PhD or master's level qualification in the economics of climate change and/or energy;
• Have skills and experience related to the methods for analytical and quantitative analysis of climate policies and scenarios. Prior experience in developing and using environment - energy - economics analytical tools would be an asset;
• Have at least 2-3 years of professional experience in academia, private sector, or government/policy institution with strong personal understanding and knowledge of sustainable development, energy and climate change issues;
• Have excellent written and verbal communication skills, including the ability to synthesize and present technical analysis for a non-technical audience;
• Be fluent in English. Fluency in French and/or other UN languages would be an asset;
• Have the capacity to work independently as well as in team, in an international, multicultural environment;
• Have the willingness to travel both nationally and internationally, sometimes extensively.
Successful record of project management demonstrating the ability to take initiative and manage multiple tasks and projects as well as a professional network at the international level would be advantages.
Location and type of contract
The position is based at IDDRI in the heart of Paris (Saint-Germain-des-Prés area).
A short-term contract will be offered initially, with possibility of extension linked to the implementation of IDDRI's 2015 project.
Salary will be commensurate with qualifications and experience, according to IDDRI's rules and regulations. IDDRI is an equal opportunity employer.
