Protection International is recruiting an Officer to design a Planning, Monitoring and Evaluation System (PM&E System)
Protection International (PI) is an International NGO that contributes to the improvement of the protection of human rights defenders throughout the world. PI provides tools to develop defender's capacity to manage their own security as they struggle against impunity and work in favour of human rights and democracy in their respective countries or regions. PI seeks to contribute to a situation where human rights defenders are recognised as legitimate actors for social change and to an environment where they can exercise their right to defend universally accepted human rights.
Protection International has its head office in Brussels, but primarily works where protecting human rights defenders is needed. We have long term presence in Colombia, DR Congo, Guatemala, Indonesia, Kenya and Thailand; and we also work with partners in countries like Egypt, Italy, Brazil, Honduras, Mexico, Chad, Nigeria, Burundi, Somalia and Pakistan.
PI is looking to foster its quality management and increases its accountability regarding the performance of the organisation through an efficient Monitoring and Evaluation System. This will improve PI's internal learning, PI planning process and daily decision-making, as well as guide the development of PI´s strategies, increasing our levels of accountability and organisational learning skills.
The role
The PME officer is part of Programme Direction (2 Directors). She/he is expected to the design of an institution-wide PM&E system and roll it out in a manner to oversee its function. The PME Officer, works closely with field staff, Programme Direction, Policy Research & Training Unit, Fundraising Unit, as well as Advocacy and Outreach Unit. Special attention is paid to the process of design and rolling out: this should be done in a way that staff in field and central departments have ownership of the tools and feel comfortable working with them. PME Officer will develop M&E systems and tools suited to PI's major lines of work, and designing evaluations of that work. S/he reports directly to the Executive Direction.
The PME Officer will be responsible for designing protocols and orchestrate efforts that monitor outcomes against targets; enable beneficiaries, staff, management, donors and partners to gain feedback and identify lessons; as well as determining the direction and magnitude of progress achieved.
More fundamentally, s/he will be responsible for designing, and in many cases, orchestrating baseline evaluations of project work of PI's key programs; such efforts will crosscut project timelines and boundaries.
Partners, staff in Protection Desks, Programme Directors, PRTU, Fundraising will use results from those analysis to advise on adjustments to interventions that are vital for optimal effectiveness of translating project inputs into outcomes. S/he is also responsible for providing timely and relevant information to PI Executive Direction, field staff and Grant Managers that contribute to the development of institutional capacity.
Task description
- Develop organization-wide PM&E policy, methodologies, and tools as well as PM&E components of PIs grant proposals, in support of Fundraising Unit
- Create and lead a staff development program on PM&E skills, including a basic orientation for staff
- Provide ongoing technical assistance and mentoring to staff in HO and field.
- Promote evaluation tools at all levels within PI, and design plans of action to follow up on evaluation recommendations
- Design and lead cross-organizational learning exercises from evaluation

Position Requirements
- Minimum of 7 years of relevant professional experience, including 5 years in an M&E position with an international, cross-cultural organization and/or non-profit in the field of social engineering;
- Demonstrated knowledge and experience in application of the results framework approach and key performance indicators in cross-cultural, international organization (like proven ability to change behavior and have staff to adopt and apply new ways of working);
- Demonstrated experience with Outcome Mapping and Logical framework methodologies
- Excellent command of survey design, data collection and data management, including experience with quantitative and qualitative data collection and analysis tools, techniques, and approaches;
- Familiarity with donors reporting requirements.
- Extensive knowledge of design frameworks, monitoring techniques, and evaluation methodologies for programs in politically adverse and changing environments.
- Knowledge of and experience with gender sensitive monitoring and evaluation; participative and with do no harm tools and methodologies.
- Experience in evaluation management including budget oversight.
- Experience in preparing and leading training and facilitation processes in multi-cultural and multi-lingual environment.

- Strong analytical skills and ability to write clear reports;
- Ability to explain PM&E processes to staff and partners and ensure that they adhere to the highest standards of quality, relevance and timeliness in their M&E efforts;
- Ability to work as part of a team.
- Knowledge of human rights or related areas is strongly desirable.
- Fluency in English is required; strong competency in a second language, especially French or Spanish, is strongly desirable.
Terms and conditions
Contract: one year (renewable)
