Operations Manager Eastern Zone/DRC
PURPOSE OF POSITION:
The Operations Manager for the Eastern Zone will be responsible and accountable for the implementation of all response and recovery projects to external and internal standards in close collaboration with key departments.
KEY RESPONSIBILITIES:
  • Ensure all program and project designs are based on needs assessment findings and analysis, target the most vulnerable and are operationally viable and conduct subsequent operational planning to ensure effective coordination and timely delivery of activities.
  • In conjunction with Zonal Director, Field Security Manager and Finance Manager provide leadership and support to sub-bases, including regular monitoring, planning and coordination of staffing, accommodations and logistics.
  • Implement and monitor programme to ensure achievement of Zonal strategic goals and project goals and objectives and inform operational improvement.
  • Implement operations reporting systems to support timely and accurate Response reporting.
  • Monitor results against sector plans and Monitoring & Evaluation (M&E) and Accountability data with Technical specialists to identify and address any issues for operational improvement.
  • Ensure close adherence to project budgets through monitoring of monthly expenditure reports and monthly review meetings and take corrective action in collaboration Finance and QA.
  • Implement projects according to safety and security standards with support from the Security Department and the Field Security Manager and his/her designates.
    Coordinate with Support Services for ongoing provision of funds, staff, equipment, vehicles and supplies to ensure timely implementation of operations.
  • Actively combat fraud and corruption within projects and wider programme through participation in anti-fraud committee, close monitoring of projects, and swift disciplinary action of any suspected fraud cases.
  • Provide technical and contextual information to Quality Assurance Department for resource acquisition and support development of all proposals as and when needed.
  • Ensure close coordination with government entities, cluster system, military actors and other I/NGO.
  • Develop Capacity Building and Mentoring Plan for direct reports to ensure achievement of strategic goals and objectives and support operational improvement including but not limited to project and financial management and reporting.
KNOWLEDGE, SKILLS & ABILITIES:
Required:
  • Bachelor degree in Development Studies, Disaster Management, or related fields.
  • At least five years field experience working in International NGO management.
  • Show high level of integrity, accountability, honesty and trustworthiness.
  • Excellent French and English written and oral communication skills, including the ability to learn and convey complex technical concepts and recommendations to non-technical staff at all levels, in a clear and concise style.
  • Self-manager, analytical and critical thinker, able to work within tight deadlines and handle multi concurrent projects, while participating in strategic planning.
  • Strong ability to work without supervision, innovate, team-build and motivate.
  • Strong leadership with ability to positively influence others to support strategic initiatives.
  • Reasonable knowledge of WVI strategic initiatives and best practices.
  • Fair knowledge of WVI and State policies.
  • Computer literate (Words, Excel, Power point, Access, Lotus Notes, Internet).
    Preferred:
  • Master's degree in Development Studies, Disaster Management, or related field.
  • Excellent French and English written and oral communication skills, including the ability to learn and convey complex technical concepts and recommendations to non-technical staff at all levels
    in a clear and concise style.
