Restless Development is the leading youth-led development agency. We have been working in Tanzania since 1993 and have established an impressive track record in delivering grassroots impact through youth led development programmes aligned to the Government of Tanzania's poverty reduction plans and Millennium Development Goals.
At Restless Development we have a Big Idea: mobilise young people, empower them with knowledge, data and technology, and the skills to demand change effectively and they'll drive accountability at a local, national and global level. We're now testing this hypothesis with our Big Idea Programme, a multidisciplinary approach to youth-led accountability. The Big Idea Programme is launching with pilot projects in Tanzania, Nepal and Ghana where young people will generate and interrogate data, and use it to push for greater participation and increased accountability from decision makers on specific national agendas that matter to them.

As part of the programme development phase Restless Development consulted extensively with local partners and conducted desk based research, through these processes we identified a significant gap in data about young people. The purpose of this consultancy is to analyse the extent to which key partners in Tanzania are lacking credible, usable data on young people upon which they can develop effective youth
policies and programmes, and recommend how to take this forward in the Post 2015 framework.

The role of the consultant will be to research available data on young people in at least four national organisations and make recommendations commenting on the opportunities and challenges of youth data.
Intended deliverables:
- Prepare and deliver a paper as part of a series of reports under the working title The Youth Data Gap: Implications for Accountability in the Post 2015 framework. The report should focus on two areas:
- An audit of youth data available to:
- Ministry of Information Youth Culture & Sports
- Tanzania Development Forum for Youth
- National Bureau of Statistics
- University of Dar Es Salaam
- An analysis of the current application of existing data in Tanzania; its potential and limitations for policy development and the implementation and monitoring of the next Sustainable Development Goals
