The US Embassy is seeking an individual for the position of Information Systems Assistant in Information Program Center.
BASIC FUNCTION OF POSITION
Working under the supervision of the Senior FSN Systems Manager, performs all tasks related to maintaining post's intranet Microsoft Share point page by updating information, creating online forms and redesigning the structure. Performs all tasks associated with the maintenance and administration of post's Overseas Dedicated Internet (ODI) networks. Provides introductory training to entire mission population on various software applications and the use of the Open Net and DoS Intranet, as required. Develops Training materials when necessary. Performs all task related to installing/terminating network cable, fiber cable and deployment of computers.
MAJOR DUTIES AND RESPONSIBILITIES:40%
The ISA will serve as the first point of contact for all Intranet web site-related issues. Under the supervision of the Senior FSN Computer Management Specialist, he or she will maintain and continually develop an exciting, informative embassy web site while meeting Department standards for an Intranet site. This web site will be useful to USG employees from other missions looking for information on Dar es Salaam as well as containing helpful tools and information for the embassy staff. The ISA will post and update current embassy notices, procedures, and helpful forms such as work requests, vehicle requests, after-hours access requests and visitor access requests, and visitor access request, in addition to designing web forms when needed. The ISA will be responsible for ensuring the web site is compliant per Title V, Section 508 of the Rehabilitation Act Amendments of 1973, and will run tools every month to ensure all the links are up to date.

As demand requires, becomes the primary instructor and point of contact for all IRM instructional training classes offered by the embassy, and performs the duties of lead classroom instructor. In this endeavor, the ISA will be expected to become proficient in Microsoft Office applications. The ISA will research and develop a training curriculum and schedule for the embassy. Instruction received by embassy staff taking these classes will expand their knowledge of and use of the various topics being taught by the ISA.

Under the supervision of Senior Systems Manager, The ISA will serve as the first point of contact for Post's Overseas Dedicated Internet LAN (ODI) which is extended to the EMR, DCR and ACC. ISA will be responsible for updating, troubleshooting, antivirus update and firewall settings on all the clients (including desktops and Laptops)_on Post's ODI LAN including the Internet connection itself by contacting the ISP. Occasionally the ISA will need to produce graphs or other statistics to verify the ISP is providing the bandwidth for which Post is paying. The ISA will be responsible of all clients on Post's ODI LAN and maintain the inventory of the same, He or She will also be responsible to provide customer support to all the Post's Overseas Dedicated Internet LAN (ODI) users.

The ISA will work with other Information System Center (ISC) staff, post's telephone and radio technician and other LES in all areas required to support the unclassified LAN network at post. This will include running Cat 5/6 or fiber cable and terminating cables to provide connectivity, plus the installation and maintenance of workstations. As directed by the Senior FSN Computer Management Specialist, the ISA will assist in installing or relocating telephone and computer drops in the Embassy offices and residences to include wiring residences with ADSL lines for internet connectivity.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
  1. Education: Completion of Secondary School (Form IV) and two years of technical training with emphasis on data processing required.
  2. Prior Work Experience: 1-2 years in technical or administrative positions with emphasis on LAN operations, administration and web mastering.
  3. Language Proficiency: Level III (good working knowledge) in English and Kiswahili (speaking, writing and reading) is required.
  4. Knowledge: Knowledge of computer hardware, software, networking, and website design and administration. Applicant must learn Department of State rules and procedures regarding networks and software. Must learn basic telephone and radio duties in order to provide backup to embassy Radio/Telephone technician.
  5. Skills and Abilities: As the primary responder to computer service/Help Desk requests, applicant should have ability to provide good customer service in a timely fashion. Applicant needs the ability to provide entry-level hardware and software training to non-technical employees and to develop training courses and materials, as needed. Applicant must be detail-oriented and enjoy working with people in a supporting role. Must be able to work independently and demonstrate initiative.
