About the programme
The TradeMark East Africa (TMEA) programme aims to improve trade competitiveness in East Africa by reducing transport time/costs and improving the trade environment. It targets an increase in trade of 10% (above trend 2010-2017), contributing to sustained economic growth and poverty reduction.
The TMEA agency was officially launched in February 2011 as a specialist not-for-profit agency to implement the TMEA programme. TMEA is currently funded by the UK, Belgium, Canada, Denmark, Finland, Netherlands, Sweden and USA. TMEA's secured budget to date totals about £330 million ($540m).
The programme is currently scheduled until December 2017 with the possibility of a new programming phase beyond that. DFID, acting as Evaluation Manager on behalf of TMEA donors, has commissioned an impact evaluation to assess the impact of the TMEA programme on trade, inclusive economic growth, and poverty reduction.
Scope of Work
Integrity is bidding for this opportunity and seeking short and long-term experts to fill the positions listed below.
Role: Lead Evaluator
Profile
The consultant should have experience designing and implementing mix-methods evaluations of complex economic development projects supporting enhanced trade. In depth knowledge of value for money (VfM) frameworks and analysis tools is required.
S/he should be able to demonstrate a comprehensive understanding of trade issues and the political economy of East Africa. The consultant should have experience working in East Africa - specifically Kenya, Tanzania, Uganda, Rwanda, Burundi and South Sudan.
Role: Thematic Experts
Profile
The consultant should have extensive knowledge of public/private partnerships, policy advocacy issues in relation to East African trade agreements. S/he should possess a deep understanding of the potential impacts, both intended and unintended, of trade interventions in relation to revenue, vulnerability and poverty. Experience working on
market enhancement programmes and expertise in gender and social inclusion issues is required. The consultant should have experience working in East Africa - specifically Kenya, Tanzania, Uganda, Rwanda, Burundi and South Sudan.
Role: Evaluation Officers
Profile
The consultant should have strong evaluation skills including the management of qualitative and quantitative data collection activities. Prior experience managing large research teams comprised of national consultants is required. S/he should possess strong communication and stakeholder engagement skills and be able to communicate complex observations in a simple and accessible manner. They should be well versed in data entry, cleaning, analysis and reporting for complex evaluations. The consultant should have experience working in East Africa - specifically Kenya, Tanzania, Uganda, Rwanda, Burundi and South Sudan.
