Decentralization And Local Governance Technical Specialists, Tanzania
Tetra Tech ARD, (www.tetratechintdev.com) headquartered in Burlington, Vermont, is currently accepting applications from qualified Technical Specialists for the anticipated USAID-funded Public Sector Systems Strengthening (PS3) project in Tanzania. This activity will strengthen the public system to promote the delivery, quality, and use of services, particularly for underserved populations. Full time and part time positions are available. Full time positions will be based in Dar es Salaam. Tanzanian citizens are encouraged to apply.
Tetra Tech is seeking candidates in one or more of the following technical specialist areas:
* Decentralization of Government Services and Functions
* Enhancement of Service Delivery in Health, Education, and Agriculture Sectors
* Health Governance
* Reform Coordination at the National and Local Levels
* Regional and Local Governance
* Policy and Legislation Development
* Strategic Planning
* Human Resources for Health
* Strategic Human Resource Management
* Health Financing
* Local Own Source Revenue Collection
* Public Financial Management
* Health Information Systems Management
* Transparency and Public Access to Information
* Citizen Engagement
* Civic Oversight and Accountability
Qualifications:
* Degree in a related field; Master's Degree or higher preferred;
* Minimum eight to ten (8-10) years' experience in area of technical expertise;
* Five (5) years working on international technical assistance programs, USAID experience preferred;
* Professional experience in East Africa is required; experience working in Tanzania is preferred;
* Experience working with the Ministry of Health and Social Welfare (MOHSW), Prime Minister's Office – Regional Authority for Local Government (PMO-RALG), President's Office – Public Service Commission (PO-PSM), President's Office – Public Service Commission (PO-PSM), or the Ministry of Finance (MOF) preferred;
* Experience working to engage women and youth is highly desirable; and
* Demonstrated ability to work both independently and within a team;
* Excellent planning, leadership, management and organizational skills; demonstrated capacity to quickly assess priorities and opportunities and manage a variety of activities with sufficient attention to detail;
* Excellent interpersonal skills and ability to interact professionally with donors, project stakeholders, in-country collaborators and staff at all levels of the organization;
* Excellent speaking, presentation, and writing skills;
* Strong MS Office skills, including Excel; and
* Fluency in English required, and proficiency in Swahili preferred.
