UNICEF Finance Manager, P-4, New York
Purpose of the Position
The incumbent will manage the Cashier's Unit as the Global Payment Center, with responsibilities for both receipts and disbursements. Ensure transactions are appropriate, actioned timely, recorded, and analyzed in accordance with established banking procedures, generally accepted accounting principles, UNICEF Policies & Procedures and UNICEF Financial Rules and Regulations. The incumbent will be a paying officer on all NY Operational and Treasury bank accounts.
The incumbent will also perform the role of Business Analyst for the organization's worldwide payment functions: provide guidance and support to NY, other HQ locations and field offices to advise on the most efficient, cost effective and secure means of effecting payments.
Key Expected Results
  1. Manage the Global Payment Center relationships and the Cashiers Unit. Develop and maintain standards for internal control procedures, quality of input issues, workflow and other aspects to ensure efficient operations and maintain good cash management standards. Ensure performance evaluation routines and reports are performed within the standard framework. Periodically review training needs and staffing requirements. Provide support to the daily operations, when necessary. As a HQNY Paying Officer, the incumbent is a designated signatory on the NY bank accounts domiciled in the USA and abroad. As a signatory, review/approval in SAP of identified payables will enable automated interface of EFT (electronic funds transfer) to the payment system.
  2. Provide guidance to staff in all UNICEF locations on finance and banking issues. Establish procedures and formalize documentation of finance and banking processes and as required recommend enhancements.
  3. Research banking regulations, policy and products for relevance to UNICEF's banking/business practices and potential future uses. Propose new services to improve efficiency and keep abreast of new banking standards. Identify and advise the legal obligations of UNICEF in the banking environment.
  4. Manage accounting systems and banking products related to payment and receipt issues. Develop internal procedures and provide training to staff on their use. Coordinate with lTD &/or the bank to implement changes/upgrades to meet changing technical needs and requirements for hardware, software and interface/data issues.
  5. Manage bank relationships for Cashiers bank accounts. Review monthly account bill for services to ensure services billed are appropriate and correct. Resolve service and billing issues with the bank.
  6. Provide assistance within the Global Payments Center, and to other projects and assignments as requested by the Senior Financial Management.
Qualifications of Successful Candidate
  • An advanced university degree (Master's) in Accounting, Business Administration, Financial Management, Economics, or a directly-related technical field(s) is required. Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level (Bachelor's) university degree (as identified above), may be taken in lieu of an advanced university degree.
  • A minimum of eight (8) years of relevant work experience, at the national and international levels, in Budget, Finance, Accounting, Banking or a directly-related field(s), using an integrated computerized environment, is required.
  • Knowledge and experience with electronic payment systems is considered an asset.
  • Previous hands on experience in a supervisory/managerial capacity is required.
  • Previous work experience within an international organization is highly desirable.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
