UMATI, a member of International Planned Parenthood Federation (IPPF), is a leading non-profit Association providing Sexual and Reproductive Health and Rights (SRHR) Information and services in Tanzania including Family Planning and HIV/AIDS.
The Association has a long history of leadership in SRH program in the country including pioneering in Family planning (FP) services, SRHR programs for young people, integrated clinic and Community based service delivery approaches. Accredited by IPPF In 2011 UMATI is governed by a well established volunteer structure.
UMATI vision envisages a healthy Tanzanian society where all people, especially the young, exercise their rights to, and enjoy quality sexual and reproductive health, information and services and have the confidence and capacities to make a meaningful contribution to sustainable livelihoods. To meet this vision, UMATI is dedicated to improving the quality of life of all people, particularly the young through its programs, targeting youth aged from 10 to 24 years.
UMATI believes in and advocates for the right to informed choice for all and strives to ensure that the community has access to information and high-quality SRH services. With its national coverage, providing services in urban and rural communities, UMATI has a network of Clinics, Youth Centers and a large number of about 1,500 Community Based Service Providers (CBSPs)and a very close working relationship with the Government, Development partners, NGOs and the Communities.

Monitoring and Evaluation Manager
4.1 Reporting to: Director of Programs
4.2 Location Dar as Salaam
4.3 Job Purpose:
Working closely with the Programs unit team, the Monitoring and Evaluation (M&E) Manager will have primary responsibility for implementing the M and E system and program outcome reporting. Slhe will be responsible for scheduling and supporting learning, research, surveys and evaluation events, and support work with program staff to improve the quality of field programs as well as the timely submission of M&E progress reports.

4.4 Responsibilities:
Act as primary point of contact for Headquarters M&E technical assistance including providing support on program specific M&E needs
Manage M&E Officer while they create and revise tools and data collection procedures
• Assist the field in the identification of monitoring and evaluation needs and supporting the desiqn and implementation of practical tools, methodologies and protocols
Organize and undertake training with field staff, including primary stakeholders, in M&E
Provide support to proposal development, particularly during the log frame and design discussions
• Develop and maintain systems to analyze information on inputs, outputs, outcomes and impact of the program with efficient feedback loops
• Design M&E plans and frameworks for the physical and process monijoring of project activities
• Design and manage a process for collection of comprehensive data from baseline, mid-term and conclusion of projects to provide clear monitoring of progress to achieving goals and objectives
• Communicate to all technical staff and partners the process for collection and reporting of monitoring data, explain the roles of each, and train them on the indicator definitions and the data collection process and systems
Monitor data collection processes for quality assurance purposes
Travel periodically to the field to check the quality of the monitOring data by seeing the collection process at work and reviewing the key concepts in the indicators
Oversee evaluation activities including identifying evaluation needs and drawing up the TOR for specific evaluation studies
• Ensure compliance with donor's evaluation policies when applicable
• Review the performance of existing management information systems to help identify potential modifications or resources
Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results
Identify strengths and weaknesses in existing data collection and management systems and propose solutions
Document the lessons learned and best practices of the different programs and projects for internal and external sharing
• Attend any other duty as may from time to time be assigned by his supervisor
4.5 Qualifications/Experience Requirements:
Masters Degree in Business Administration, Information Management, Project Management, or other relevant academic background
At least 5 years of work experience in Monitoring and Evaluation of development programs
4_6 Knowledge, Skills and Abilities:
• Good level of proficiency in Windows Excel and quantitatw analysls
• Experience in program design and M&E plan development
• Ability to design M&E tools, surveys, surveillance systems, and evaluations
• Demonstrated ability to train and build capacity of others
• Strong interpersonal skills and managerial capacity
• Experience in a non-governmental organizations
• Highly developed analytical skills, with the ability to apply creative solutions to complex problems
• Ability to create effective and efficient systems for gathering and analyzing complex data
• Prepared to work flexible hours
• An effective communicator fluently both verbally and in writing Kiswahili and English
• Ability to work both independently and as a member of a team
• Willing and able to travel extensively within and outside Tanzania on UMATI business
