ADE is a private consultancy company based near Brussels. It supports decision-makers in formulating, monitoring, implementing and evaluating public policy choices in various fields. ADE has three main areas of specialisation: public policy evaluation, assistance to macroeconomic reforms and to regional development, and rural development and environment. Its main clients are international institutions and agencies, bilateral and multilateral development organisations, and national public institutions (www.ade.eu).
We are currently looking for a Web and Knowledge Management Junior Expert for our programme PPCM (Project and Programme Cycle Management) and more specifically for EuropeAid's knowledge sharing platform Capacity4dev (www.capacity4dev.eu) which falls within this programme.
The PPCM programme is a EuropeAid's programme that aims at improving the quality of EC external assistance by providing methodological support and training to European Commission (EC) staff involved in the design and implementation of EC external interventions and through knowledge sharing. It is carried out by a consortium of companies led by ADE. The successful applicant would join a small team at ADE's Brussels office, and work closely with staff in EuropeAid.

The Platform

Capacity4dev.eu is a leading knowledge sharing community platform setup in 2009 by the European Commission Directorate General for Development and Cooperation (EuropeAid). The European Commission currently implements an aid and development cooperation budget of over EUR 8 billion per year. The platform is open to all development practitioners and currently counts more than 10000 members including EC staff in Headquarters and Delegations. It was designed as an online resource for sharing information and collaboration on development issues and its overall objective is to improve the quality of development policies, programmes and projects.

Essential Skills and requirements

  • Native English speaker, working knowledge of French;
  • At least three years of professional experience;
  • Good communication skills, good team player and client-oriented attitude;
  • Experience of web-editing and content management, including community management and social media;
  • Previous experience of working within the European Sector.

Desirable Skills

  • Experience and/or knowledge in the area of development cooperation;
  • Knowledge of HTML;
  • Writing and editing copy in English;
  • Experience of filming and editing video/audio material, knowledge of Adobe Premiere Pro or Final Cut Pro;
  • Experience in knowledge management and sharing.

Position - Overview of the key tasks

The position will be full-time and based in ADE's Brussels office. We propose short term contract from the 1st of September 2014 until the end of January 2015 (with possibility of extension).
The job requires working mainly on the website,managing and uploading content for the community from training materials to projects, providing support to users and dealing with ad hoc requests from the community group managers and EC staff. It will also involve checking the platform for bugs.
In addition, the candidate will assist the other members of the team with providing content support to groups by filming events, conducting, editing and uploading interviews, blogs, etc.

Main Duties

  • Website content management, including daily check of content and moderation;
  • Monitor and support group and project activity;
  • Assist with the management of the user helpdesk;
  • Check the platform for bugs;
  • Uploading EuropeAid training materials;
  • Participation at relevant events to promote the platform.

Back up duties

Assist the other team members with:
  • Providing training;
  • Overseeing IT development work of the Capacity4dev platform;
  • Assist with filming videos and editing when necessary.

Other duties

  • Attending meetings and events as requested;
  • Contributing to Quarterly Reports;
  • English language editing as requested.
