NORC currently seeks an Internet Freedom/Capacity Building Program Evaluator for a large USAID capacity building project in the Democracy, Rights and Governance and Civil Society Strengthening program areas. The capacity building project to be evaluated involves the promotion of Internet freedom and capacity building of local organizations with respect to IT systems and security in environments of restricted Internet freedom. The expected period for the assignment is July-November 2014; some international travel will be required.
The Evaluator will provide subject matter expertise in the areas of IT security, Internet freedom, and organizational capacity building and behavior change. Previous experience in conducting evaluations is highly preferred. The Evaluator will assist NORC in a performance evaluation of a Capacity Building Project, including assessing the effectiveness of the program to date and providing recommendations for the design of future programming. The Evaluator will assist NORC with the development of evaluation questions and data collection instruments (such as surveys of program participants and guides for key informant interviews), take part in evaluation field work in the U.S. and overseas, and develop evaluation findings.
Qualifications:
Masters degree (or higher) in IT or social science related field; lower educations level may be acceptable with equivalent experience
- Experience with issues related to IT security and Internet freedom;
- Experience in capacity-building with local organizations (such as NGOs or CSOs) in transition and/or developing economy contexts;
- Familiarity/experience with evaluation approaches related to indicator development and tracking, logical frameworks, performance management as used by USAID or other international donor organizations is preferred;
- Excellent communication, facilitation, interpersonal and teamwork skills.
