This is a long-term expert whose term of service is 660 minimum days.
Should be able to assume overall project coordination, organization and supervision of the implementation schedule of the missions of short term experts mobilized under the project.
Must be able to work with experts and multidisciplinary teams (Planning-statistics - Economy Education - Human Resources - Administrative and Educational Inspection ...).
Will assist the Project Director in the implementation of the project and preparation of records of tenders in accordance with the rules and procedures of the 10th EDF.
Will provide technical support to the Ministry of Education in identifying sub-sectors of intervention that will lead to the development of an identification card and an action sheet and corresponding annexes for the 11th EDF.
Will prepare and submit periodic notes on the situation of implementation of activities and prepare reports on the progress of the project.
Participate in the conduct of working and coaching training activities.
Qualifications and skills
• University degree in Educational Sciences (Bac + 5) - planning or engineering training (or its equivalent) option;
• Good knowledge of the issues and developments Approach By Competence (APC);
• Good knowledge in the implementation of information system for education.
• Ease of writing in French is the working language in the Comoros and great capacity for analysis and synthesis;
• Proficient computer skills.
General professional experience
• Minimum 8 years of general experience in the field of education and training institutions in the sector,
• Fluent in the issues of the design of curricula, training, implementation strategies and instruments of evaluation.
Specific professional experience
• Experience working in developing countries with at least 3 years in sub-Saharan Africa as a project manager in the field of education.
• Minimum 3 years' experience as a Planner or Engineer trades training Education.
• Minimum 3 years' experience in the implementation of information systems for education or for Technical Education and Vocational Training.
• Practical experience in the design of databases supplied by school surveys.
• Good practice in implementing the design, implementation and evaluation of plans and programs of training and development of supervisory and teaching staff in the field of Education or Technical Education and Vocational Training.
• Ability to adapt and work through multidisciplinary approaches.
