Compliance Officer



Compliance Officer
Support in Grants Acquisition · Support GAM team & the broader World Vision Lebanon programme in the preparation of accurate and reasonable budgets to support grants acquisition.
· Ensure all grants proposals & budgets submitted to donors are complaint with donor regulations.
· Undertake due diligence for any new donors, as required.
· Review donor contractual and compliance requirements for alignment with WVL & WVI policy and practice. Liaising with the WVL, WVI and SO legal focal points, as required.
a. Provide support in the finalisation of grant funding agreements and other contracts relating to grants acquisition, including contracts and other agreements supporting sub-granting to implementing partners and others. Support in Grants Management · Ensure all operational and support functional staff understand the financial and compliance requirements during the start-up and implementation of every grant.
· Review all grant financial reports for accuracy and compliance with donor regulations, liaising with the finance, GAM & operations team as required.
· Develop and implement systems for grant expenditure tracking and reporting, to allow regular updates to WVL project manager / budget owners and the Leadership team to improve management of grant funding.
· Provide support to WVL staff, to address issues relating to grants finance (including budgets) or contractual arrangements on existing awards, liaising with the finance and legal teams, as required.
· Support compliance with all donor requirements for WVL grant awards, including answering queries, providing advice and guidance and liaising with relevant internal and external stakeholders to resolve issues.
· Develop and implement processes (& tools) and policies to achieve WVL compliance with donor regulations including financial structures and reporting, contracts, policies and other guidelines, as required. Liaising with the finance and legal teams as required.
· Ensure WVL remains abreast of changes in donor regulations and requirements. Also, support communication of any changes in process/policy required to relevant staff. Finally, engage relevant stakeholders in any policy/process/system changes required as a result of changes in donor regulations and requirements and provide support to staff in implementation, as required.
· Assist the operational and support teams in preparing for audits and following up on audit recommendations. Capacity building · Develop templates, presentations, training sessions, desk guides and other tools to support capacity building in grants finance and grants contract management.
· Support the implementation of training modules relating to grants finance, contract & compliance management for Grants Acquisition and Grants Management. Grants Team Budget Management and Reporting · Develop and maintain tracking tools for monitoring and reporting of grants funding against funding targets, grant health
· Provide support to the GAM lead in the development and management of the Grants Team operational budget, as required. Personal/Professional Development Actively pursue ongoing personal and professional development in order to enhance personal and professional contribution to the organisation.

Education

University Bachelor degree in a field related to community development work preferably in fields such as sociology, Finance, Commerce, international or political studies, humanitarian law, public health, population studies and others. Masters degree in above related fields Knowledge & Skills · Excellent written English, with good command of spoken Arabic and English
· Very good financial skills
· Critical thinking and analytical skills
· Good Interpersonal and communication skills
· Ability to work effectively under pressure
· Computer literate with a high degree of proficiency and productivity · Good Training and facilitation skills · Organization and time management skills
· Ability to work effectively with teams and communities
