RESPONSIBILITIES:
The program manager FSL is responsible for implementing and achieving the objectives defined in the operation proposals.
(S)he is responsible for overseeing operational teams assigned to the program.
(S)he guarantees the good performance and the quality of the program(s) FSL implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.

SPECIFIC CONTEXT OF THE POST
Nowadays, the Philippines SOLIDARITES mission is implementing a program of Food Security and Livelihoods for rural populations in the province of Leyte (La Paz, the Pastrana and Julita): an approach combining Cash For Work & distribution of tools and seeds, especially for populations that were dependent of the coconut culture before the disaster.
PROFILE:
Education: Bachelor degree in agriculture, food security, rural development or related field and at least 3 years proven experience in program management in food security and livelihoods sector.
Experience: Minimum of 2 years of international experience, preferably in emergency or humanitarian contexts; experience in sensitive environments (post-conflict, conflict).
Technical skills and knowledge: Knowledge in program and team management, food security and livelihood approaches and methodologies in early recovery context.
Transferable skills: Experience in training teams.
Languages: Good English command (spoken and written) essential
Other desirable qualities: Sense of autonomy, initiative, diplomacy. Asian experience valued.
LIVING CONDITIONS:
Tacloban is the Capital city of the western Visayas Region and it is the most affected urban area by the typhoon Haiyan. Keep in mind that Tacloban is recovering slowly but surely. Shops, bars, restaurants are re-opening every week and the supply chain is improving every day! Most people understand English in Tacloban, therefore learning a few words of Filipino could be useful. There are 2 houses serving as guesthouses in the same compound. The office is located 5 minutes by car from the guesthouse.
CONDITIONS:
Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate's home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
