EU SENIOR PROGRAM MANAGER (EU SPM)
General 
The EU SPM function is a key position in the STCU system for managing science and technology projects as well as other specialized programs originally funded from the European Union, including physical biological safety and security construction projects with multiple partners. He/she is responsible for initiating and coordinating all official steps required by STCU policies & procedures for project implementation, after a project has been assigned to the Senior Specialist. Within the project, he/she is personally responsible for monitoring technical progress, reporting on problems and resolving problems, preparing evaluations, and acting as the main contact point between a project, STCU's management, Partners and STCU Parties.
The EU SPM will act in the framework of the STCU policies and procedures in accordance with the STCU Statute and Agreement, and as directed by STCU Executive Management Decisions.
The EU SPM will take a leadership role in assisting the Funding Parties or Partners to implement workshops & events which specifically pertain to his/her project responsibilities and will liaise closely with STCU events and mission support staff to ensure successful implementation of these initiatives.
Duties
  • He/she will primarily dedicate his/her time, efforts and activities to STCU Partner Development and Cooperation as well as to the European Commission (DG DEVCO), but also support other STCU Funding Parties and Partners in the implementation of their activities if required.
  • He/she will provide advice and consultation to CIS Institutes, international collaborators and potential funding entities about STCU activities, procedures and rules in accordance with the STCU Agreement and Statute.
  • He/She will perform all project management and monitoring activities in accordance with the STCU Projects Management Manual, informing the Deputy Executive Director and the Partner(s) on possible deviations from the Project Agreements and providing recommendations for helping to ensure that projects meet their objectives as per their set objectives.
  • In particular, he/she shall closely follow-up on the development of the Project Work Plan with particular attention to the adequacy of the technical means and resources requested to the declared goals of the project, and determination of possible future use of project results. This is to be done in consultation with the Collaborator(s) and/or Partner(s).
  • In cooperation with the dedicated staff in other STCU offices, he/she will help the CIS institutes in preparing their Technology Implementation Plans, in promoting the results of the projects. In cooperation with IPR specialists, and assist the relevant institutes in definition of project results to be protected and in taking steps to protect gained knowledge.
  • He/She will be engaged in STCU-sponsored programs and activities, such as Training, Travel Support, Patent Support, Seminars, Workshops and others.
  • He/She will oversee similar project management activities for a limited number of other projects, as time and workload permits, at the direction of the DED UA.
Basic Qualifications:  Candidates should have the following basic qualifications:
  • The EU SPM should have higher education in one of the technical disciplines required, at least five years of experience in project management or lasting experience in working in similar organizations.
  • Fluent English and basic computer skills are prerequisites for application.
  • Knowledge of Russian or Ukrainian, additional education or training in accounting, procurement, legislation, are an important asset
  • Applicants should be ready for background checks regulated by specific legislation setting access to research and production facilities with enhanced safety/security requirements.
