Job Title: Technical Advisor ,Monitoring and Evaluation
Key Responsibilities
• Develop capacity of local governments staff at district and sub country levels to operate and manage the OVC Management Information Systems (MIS). This includes hands-on training on use of the systems, data analysis and utilization , develop guidelines for implementation of M&E plans
• Develop and implement a reporting and feedback mechanisms for OVC data from the community to district level , develop systems for interfacing various OVC MIS that capture OVC data at district level .
• Work with LG to develop the guidelines for monitoring and evaluation for OVC response ; Facilitate formation & functionality of strategic information task force within OVC response structures at district and sub country level ; Develop appropriate data collection and analysis tools ; Oversee the development , on-going modifications, strengthening and functioning of the project M&E databases .
Qualifications and Experience
• A Bachelors Degree in Statistics , Social Development , Social Sciences or relevant area, a post-graduate qualification in monitoring and evaluation , is essential ; a masters degree in any of the above mentioned or related discipline is an added advantage .
• High computer proficiency including deep knowledge of statistical and data management packages i.e SPSS, EPINIFO and Database management in Access .
• A minimum of three years experience in program monitoring and evaluation preferably with an international NGO; demonstrated experience in designing and implementing M&E system including performance tracking , impact evaluations and surveys ; Experience working with local governments and CSOs is desirable.
