IBTCI seeks an International Team Leader for a USAID/Uganda Project Performance Evaluation of USAID/Uganda Capacity Program. The purpose of this Task Order is to conduct an evidence-based performance evaluation of USAID/Uganda Capacity Program implemented by IntraHealth International. The evaluation will establish the effectiveness of the interventions of UCP so that lessons from this evaluation can be integrated in future programming within the Mission and the Ministry of Health (MoH) to support national efforts in strengthening the health system in Uganda. Team members will have complementary expertise and experience in the following areas: evaluation management, international health program planning, human resources for health, health systems strengthening, organizational capacity assessment, and research methodology and data analysis skills.
. Responsibilities:
The International Team Leader will be responsible for coordinating the activities, assign tasks to team members and supervise performance. S/he will be the main point of contact between the evaluation activity manager at USAID and the evaluation team. The Team Leader will review all plans and outputs and be responsible for getting quality products to USAID on a timely basis.
Qualifications:
Education: Masters / advanced qualifications in Public Health, Health Economics, Applied Research, Social Sciences or related fields. Ten years' experience in health evaluation management. Must have played significant roles in evaluation of more than ten activities five of them in health sector. Must have been a team leader for a minimum five evaluations. Demonstrated expertise and experience in design, implementation and evaluation of health systems strengthening and in particular, human resources for health programs is required. Must have played a team leader role for a minimum of five other evaluations. Experienced in working with or evaluating public sector health activities in Africa or similar settings. Must be able to deal effectively with senior U.S. and host country officials and other leaders.
Note that One of the two (Team Leader or the additional international consultant) will have a minimum ten years' experience in human resources for health.
